Box 187 <br />Craig, CO 81626 <br />RE: Trapper Mining, Inc., Permit C- 1981 -010 <br />Records of Blasting <br />Dear Mr. Luke: <br />The Colorado Division of Reclamation, Mining and Safety (Division) has been evaluating Trapper Mine's <br />compliance with Rule 4.08.5 — "Records of Blasting for Surface Coal Mining Operations ". On July 28, <br />2014, Marcia Talvitie with the Division sent to Trapper an e-mail with several questions regarding <br />Trapper's blasting summary log. Trapper responded to this e -mail with a letter dated August 29, 2014. <br />This letter was very helpful and provided a detailed explanation to the questions raised. Thank you. <br />Subsequently, the Division conducted an inspection of the site on September 23, 2014 with the Office of <br />Surface Mining, Reclamation and Enforcement (OSMRE), and the blasting records were evaluated <br />further. After further discussion with Trapper's staff, Division management, and OSMRE, we believe <br />several improvements to the blasting summary log should be considered. It is the Division's <br />understanding that Trapper is preparing a revision to update the blasting summary log to assist in ensuring <br />all of the required information is being reported in accordance with Rule 4.08.5. <br />Overall, the Division should be able to conceptually reconstruct each blast from the summary log, to <br />determine compliance with the applicable requirements of Rule 4.08.4 and Rule 4.08.5. In preparation for <br />the forthcoming revision to update the blasting summary log and to ensure future compliance, the <br />Division has created a list of items that we believe should be added or changed on the blasting summary <br />log. <br />1. Rule 4.08.5(4) requires the identification, direction and distance (in feet), from the nearest blast <br />hole to the nearest dwelling, school, church, or community or institutional building either not <br />located in the permit area or not owned nor leased by the person who conducts the surface coal <br />mining operation. Trapper has been reporting the distance to the nearest structure but has not <br />consistently identified the structure or the direction to the structure. According to Trapper's <br />August 29, 2014 letter, it appears a space for this information will be added to the blast <br />summary log to ensure all the required information will be recorded for each blast.
