The operator verified that topsoil will be <br />placedthis fall on the portions of Benches #1 and #2 that are east of the haul road, and the area will be <br />seeded this fall. <br />Lateral ditches on the Gob Pile #2 benches were in good condition; no pooling water was observed in the ditches. <br />Ditches F4 and F2 were also in good condition. <br />The northern slopes above the upper bench of Gob Pile #2 will need to be grubbed, in accordance with Rule <br />4.11.5(2), before refuse is placed against these slopes. Russian thistle (tumbleweed) has established on the slope <br />since it was initially cleared. Also, in the central area of Gob Piles #2 and #4 (aka the TR-76 expansion area), <br />vegetation must be removed (Rule 4.11.5(2) and topsoil must be salvaged from the northern slope in accordance <br />with Rule 4.06.2(2)(a) and the approved permit application package before refuse placement. <br />Ditch D-F4, along the eastern edge of Gob Pile #2 needed to be maintained and restored to the approved <br />dimensions; downcutting has occurred along the length of this ditch. <br />The operator had placed gob material in a berm configuration adjacent to ditch D-F4, to prevent blockage of the <br />ditch with refuse material. The berm has directed flows away from the ditch and into a gully that has formed on <br />The berm should be opened at intervals to ensure that drainage <br />the eastern edge of the outslope of Bench #2. <br />is directed to the collection ditch and not over the face of the pile, in accordance with Rule 4.09.2(5). <br />Gob Pile #3 <br />Refuse in the south central area of Gob Pile #3 was being rehandledby two excavators to facilitate drying. A <br />bulldozer was grading the central area of the pile; no compaction equipment was observed duringthe inspection. <br />The west drying area was full of refuse material needing to be placed and compacted on the pile. <br />Cover material was being salvaged from the subsurface of the eastern portion of Gob Pile #3. Material was being <br />placed on the southern coverfill stockpile. <br />The underdrain carrying the Fire Mountain Canal seep was flowing less than 0.5 gpm; the Fire Mountain Canal <br />had been shut off for the season. <br />Gob Pile #4 <br />Reclamation of the west end of Gob Pile #4 was nearing completion. Cover material had been placed on the three <br />lower benches that have been graded to final configuration (the upper bench remains open for additional refuse <br />placement). Topsoil had been placed on the upper two of the three covered benches, and was being placed on the <br />lower bench during the inspection. Erosion control mat had been placed on the upper of the three covered <br />benches, and wasbeing installed on the middle bench. <br />Ditch F21 was in excellent condition.
