TR-07 RECLAMATION PLAN <br /> requested by the Colorado State Board of Land Commissioners to remain after the mining and <br /> reclamation, should be reclaimed. <br /> See page 18 for discussion. <br /> 26. For management requirements see page 18. <br /> 27. Weed Management is included on page 21. The entire section is a requirement. <br /> 28. No grazing, other than by native species, will occur on land being revegetated until such time as <br /> it is determined that grazing may occur without causing damage to the new vegetation. (TR-07 <br /> Note: A new grazing lessee will now be instituting grazing using a highly managed approach. <br /> Overgrazing of reclaimed areas may not be such a severe hazard as it was previously, so this <br /> requirement may not actually be necessary.) <br /> See page 26 for discussion. <br /> Reclamation Plan <br /> General Overview of the Reclamation Concepts for This Site <br /> (NOTE REGARDING EFFECT OF TR-07 ON THIS SECTION. This concept section has been left in tact <br /> as it still provides the background for the plan. Some things have changed a bit, but these changes are not <br /> especially relevant to the operation as it is today.) <br /> The reclamation approach presented in this plan is unique in many respects. This is necessary <br /> because this land is in a special category of State owned land -the Stewardship Trust. The Lowry Range <br /> was placed in this category after a nomination and extensive review process. It is in this category, in part, <br /> because it is a very large tract of more or less native short-grass prairie near a major urban area and is <br /> therefore unique. The Stewardship Trust category was established several years ago, long after mining had <br /> begun on this site. The category was established during an election in which the citizens of Colorado <br /> approved the setting aside of certain parcels of State land because those parcels of land exhibited special <br /> characteristics that deserved protection or special consideration. <br /> The Stewardship Trust category of State land does not preclude utilization of the land, but any <br /> utilization must be compatible with the reasons the land was placed in the Stewardship Trust. Often that <br /> results in considerably higher performance requirements in land management than is usually the case. <br /> Because this classification was approved by the citizens, maintaining the properties and values of the land <br /> exceeds all other performance requirements, including the defined reclamation requirements for mining <br /> operations. Therefore, this reclamation plan is primarily designed to address the Stewardship Trust <br /> expectations and, in many respects, goes well beyond the normal Reclamation Permit requirements.
