October 15, 2014C-1981-038/Bowie No. 1 MineMLT <br />BACKFILL and GRADING –Rule 4.14 <br />Contemporaneous Reclamation 4.14.1; Approximate Original Contour 4.14.2; Highwall <br />Elimination 4.14.1(2)(f); Steep Slopes 4.14.2, 4.27; Handling of Acid and Toxic Materials <br />4.14.3; Stabilization of Rills and Gullies 4.14.6: <br />The reclaimed slopes at the East Mine and Timber Storage Areawere all holding up well. <br />The pock-marked surfaces have served to prevent the development of rills and gullies, while <br />retaining moisture to encourage revegetation success. <br />Reclamation at the West Mine was observed from the roadway above East Roatcap Creek. <br />No signs of rilling or gullying were observed, and the slope appeared to be stable. <br />REVEGETATION –Rule 4.15 <br />Vegetative Cover; Timing: <br />All throughout the Paonia area, vegetation appeared much greener than it has on previous <br />inspections. September rains appear to have provided much-needed moisture to the North <br />Fork Valley. <br />Revegetation of the West Mine and the Timber Storage Area appears to have been <br />successful, and supportsthe removal of the sediment ponds for these areas, as established <br />with the approval of TR-58. <br />Vegetative cover on portions of the East Mine is fairly good, but the species composition is <br />somewhat variable. Certain areas are dominated by Cheat grass and other undesirable <br />populations. <br />A patch of Canada thistle has appeared on the upstream side ofthe Pond 3 binwall structure. <br />A number of Musk thistle plants, now dead, were standing on the reclaimed Fan / Diversion <br />Ditch slope at the East Mine(Photo 5). <br />FISH and WILDLIFE –Rule 4.18: <br />A newly-hatched Great Basin Gopher Snakewas seen at the western end of the reclaimed <br />East Mine Diversion Ditch (Photo 6) <br />AGolden Eaglewas observed flying across the upper East Mine. Mr. Bear said there are <br />two nests in the vicinity of the East Mine –one to the east and one to the west. <br />Signs of deer and elk were plentiful throughout the reclaimed areas. <br />AVAILABILITY OF RECORDS –Rule 5.02.4(1): <br />Permit and records for the Bowie No. 1 Mine are housed in Basil Bear’s office at Bowie <br />Resources, LLC’s office building at the Bowie No. 2 Mine. Weinspected the records at 4:30 <br />p.m. on Tuesday, October 14th.
