October 14, 2014 C- 1984 - 065 /Coal Ridge No. 1 Mine SLB <br />Maintenance4.03.1(5) and (6)14.03.2(5) and (6), Reclamation 4.03.1(7)14.03.2(7): <br />The access road through the site was in excellent condition with no evidence of excessive erosion or siltation. <br />REVEGETATION Rule 4.15, Vegetative Cover; Timing: <br />Overall, vegetation on the reclaimed areas is diverse and adequately controls erosion. Weeds were observed in <br />some areas of the reclamation: Canada thistle on the west side of Topsoil Stockpile 42; Downy brome <br />(cheatgrass) on the west end of the middle terrace (large patch, approximately 50' x 50'); Russian knapweed on <br />the west end of the middle terrace, along the access road. These weeds should be treated as soon as possible to <br />prevent further spread that might interfere with revegetation success. <br />SIGNS AND MARKERS Rule 4.02: <br />The mine identification sign was in place and displayed the required information. Topsoil and disturbed area <br />markers were observed. <br />TOPSOIL Rule 4.06 Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3; <br />Redistribution 4.06.4: <br />Topsoil Stockpile 92 was stable and vegetated on all but the east side of the pile. The east side of the pile, <br />disturbed two years ago, still lacks adequate vegetation for erosion control. The operator seeded the pile last fall, <br />with limited success evident this past spring. The pile was covered with erosion control fabric early this summer, <br />but most of the fabric has since been wind damaged. Some of the spring seeding has germinated, but there are still <br />fairly large bare areas on the pile. The operator should remove the remaining fabric and seed the bare areas of the <br />pile again this fall. <br />ENFORCEMENT ACTIONS /COMPLIANCE <br />No enforcement actions were initiated as a result of this inspection, nor are any pending. <br />Number of Partial Inspection this Fiscal Year: 0 <br />Number of Complete Inspections this Fiscal Year: 2 <br />Page 3 of 9 <br />
