Stephen Buechner, Applegate Group Page 3 <br /> October 20, 2014 <br /> and the total lagged stream depletions were calculated to be 32.12 acre-feet for the 2014-2015 <br /> approval period. <br /> SITE DEWATERING <br /> The Applicant began dewatering the Parkdale Pit in 2012 to assist in the mining of <br /> material below the groundwater table. The water is removed from the ground and placed into a <br /> series of dewatering trenches. This water will be eventually piped and then discharged into the <br /> Arkansas River on the south side of the property boundary. The Applicant will monitor the <br /> dewatering operations and include the data in their monthly accounting submittals to the State <br /> Engineer's Office. <br /> REPLACEMENTS <br /> The proposed sources of replacement water for this pit are an annual lease of 50 acre- <br /> feet per year of fully consumable water from the Board of Water Works of Pueblo ("PBWW"), <br /> valid through April 1, 2016, and the applicant's ownership of five shares of Twin Lakes Reservoir <br /> and Canal Company stock, yielding approximately 3.5 acre-feet of water. The PBWW water will <br /> be provided at the City of Pueblo wastewater treatment plant located east of Pueblo when <br /> adequate exchange potential exists to make that replacement water available at the Parkdale <br /> Project site. When there is insufficient exchange potential to utilize reusable effluent, the PBWW <br /> will release water from upstream storage at Twin Lakes Reservoir. Upstream reservoir releases <br /> will be subject to a 0.07 percent per mile river transit loss, which equates to approximately 6.55 <br /> percent from Twin Lakes to Parkdale. Front Range Aggregates also has an additional backup <br /> supply for this project from a 50 acre-foot lease with the Canon City Water Department that will <br /> only be used in the event that the other sources become inadequate. The Canon City lease, a <br /> copy of which was provided to this office on September 12, 2008, is valid until January 2035. <br /> The monthly depletions and replacement requirements are provided on the attached Table 3. <br /> CONDITIONS OF APPROVAL <br /> I hereby approve the proposed substitute water supply plan in accordance with §37-90- <br /> 137(11), C.R.S., subject to the following conditions: <br /> 1. This SWSP shall be valid for the period of October 1, 2014 through September 30, <br /> 2015, unless otherwise revoked, modified, or superceded by decree. If this plan <br /> will not be made absolute by a water court action by the plan's expiration date, a <br /> renewal request must be submitted to this office with the statutory fee (currently <br /> $257) by August 17, 2014. <br /> 2. The annual consumptive use of water at the operation shall not exceed 33.81 acre-feet, as <br /> shown on the attached Table 2, being 11.28 acre-feet of evaporation resulting from <br /> exposure of no more than 4 acres of ground water, 8.8 acre-feet for dust control and 13.66 <br /> acre-feet lost with 540,531 tons of mined product (387,415 tons of washed aggregate and <br /> 153,116 tons of unwashed material). <br /> 3. Total consumption at the Parkdale Project site must not exceed the aforementioned <br /> amounts unless an amendment is made to this plan. <br /> 4.
