In this <br />report, the information necessary for MLR to determine the <br />presence and extent of AVFs on the Colorado Westmoreland Inc. <br />property in the North Fork valley and Stevens Gulch valley <br />are presented. <br />2.0 ALLWLSL VALLEY FLOOR DETERMINATION <br />2.1 COLORADO MINED LAND RECLAPIATION REQUIREMENTS <br />FO? THE DETERMINATIONd OF AVFs <br />According to paragraph 2.06.8(3) of the Regulations of <br />the Colorado Mined Land Reclamation Board for Coal Mining (1981), <br />the coal mining operator should either affirmatively demonstrate, <br />based on available data, the presence of AVF or submit to <br />MLR the results of a field investigation of the proposed per- <br />mit area and adjacent area. The field investigations should <br />include sufficiently detailed geologic, hydrologic, land use, <br />soils and vegetation studies. <br />Based on available data, MLR will make a determination <br />of the presence or absence of Alluvial Valley Floors, the <br />extent of any AVF within the study area and whether any stream <br />in the study area may be excluded from further consideration <br />as lying within the AVF. <br />The criteria for determining the existence of an Alluvial <br />Valley Floor by the Division of the MLR are as follows <br />I• lI -3- <br />
