ALLUVIAL VALLEY FLOOR DETERMINATION <br />PHASE 1 STUDIES <br />ORCHARD VALLEY COAL MINE, PAONIA, COLORADO <br />COLORADO WESTMORELAND INC. <br />1.0 INTRODUCTION <br />1.1 GENERAL <br />By stipulation ~~ 20 to the Permit to Mine ~ C-038-81, <br />Colorado Westmoreland Inc. (CWI) has been requested to sub- <br />mit a plan to the Regulatory Authority for restoring the <br />essential hydrologic functions of the Stevens Gulch and <br />North Fork Gunnison River Alluvial Valley Floors (AVF) <br />should they be determined as such. Following the consider- <br />ation by the Mined Land Reclamation Division (Y1LR) either on <br />the existence or the extent of the AVF, a plan for restoring <br />the essential hydrologic functions of the AVF (or AVFs) in <br />adequate detail is necessary at the conclusion of mining. <br />1.2 PURPOSE OF THE STUDY <br />I • <br />CWI contracted GEO-HYDRO CONSULTING, INC. (GEO-HYDRO) <br />to perform the necessary studies to comply with this stipu- <br />lation.
