The Permiuee shall do all final signing and pavement striping or the contractor in conformance with the <br />Department's M g S standards and the M.U.T.C.D., unless otherwise agreed to by the Department and the <br />Perntit[ee. A final signing and pavement striping plan shall be submitted to the Region 3 Traffic Engineer a <br />minimum of 45 working days prior to commencement of work. No work shall begin without prior approval and <br />authorization from the Depanment. <br />i• <br />38. The roadwav shoulder shall be widened to 4 feet along the speed change lanes and surfaced with HBP in <br />accordance with the Department specifications. The shoulder widening along through lanes shall be no less than 4 <br />feet paved or match existing and paved. - <br />39. The access shall be consvucted perpendicular to the travel lanes of the State Highway for a minimum distance of <br />50 feet. and shall slope down and awa}• from the adjacent pavement edge at a rate of 29c grade for a minimum of <br />20 feet. If curb and gutter are present, the slope shall be calculated from pan line to pan line. Any revisions to this <br />requiremen[ shall be subjec[ to Department review and approval prior to commencement of any work within the <br />highway right-of-way. <br />40. The access shall be completed in an expeditious and safe manner and shall be finished within 45 days from <br />initialion of construe[ion within State Highway right-of-way. <br />41. Pursuant to section 4.9(?) of the Slate Highway Access Code, the access roadway shall not exceed a maximum <br />grade of 8 percent within [he highway right-of-way, as measured 50 feet beyond the pavement edge and extending <br />[o the right-of--way line. The access vertical grade shall be designed and cons[ructed in conformance with the <br />Department M & S standard M-203-1. <br />43. The design of the horizontal and vertical sight distance shall be no less than the minimum requiremen[s, as <br />provided in section 4.3 of the Stale Highway Access Code, 2 CCR 601-1. <br />4?. All required access improvements shall be installed prior to the herein-au[horized use of this access. <br />44. The access shall be surfaced immedia[ely upon completion of eazthwork consvuction and prior to use. <br />45. Compaction of Hot Bituminous Pavement shall be in accordance with section 401.17 of the Depanment's standazd <br />specifications. Compaction of the Aggregate Base Course shall comply with section 304.06. <br />46. Compaction of subgrade. embankments and backfill shall be in accordance to section 203.07 of the Depanment's <br />standard specifications. <br />47. Any mud or otfier material tracked or otherwise deposited upon the existing roadway surface shall be removed as <br />necessary [o accommodate vaffic, or as directed by the departmen[. <br />48. Placement of base course materials shall be in accordance with section 304.04 of the standazd specifications. <br />Compaction shall be in conformance with AASHTO procedure T-99. <br />49. The surfacing shall meet [he Department's specifications as outlined Materials Recommendations obtained from <br />the Region 3 Materials Engineer. Contact the Access Manager at (970) 248-7231 to request a materials <br />recommendation. <br />50. The new Slate Highway pavement shall slope on the same plane as the presem pavement surface. <br />51. Slopes shall be a[ a 6:I ratio on the roadway and a 6:1 ratio on the approach. <br />52. The existing asphalt adjacen[ to all new pavement shall be saw cut and removed a minimum of one foot back from <br />the existing edge. or until an acceptable existing cross slope is achieved to assure a straight edge for the joint. <br />53. The top layer of plant mix bituminous pavement shall not be placed between October I and .4pri1 I. unless <br />otherwise approved by the Department. <br />54. If frost, water or mois[urc is present in the subgrade. no surfacing materials shall be placed until all frost. water or <br />moisture is gone or removed. <br />4- <br />
