PERMIT#:M-2006-075 <br /> INSPECTOR'S INITIALS:PSH <br /> INSPECTION DATE:October 9,2014 <br /> As cited as a problem requiring corrective action by the Operator on the first page,the mine sign was not <br /> posted as required by Rule 3.1.12. The sign was observed on the ground at the entrance gate during the <br /> inspection. Ms. O'Rourke stated the sign would be reinstalled soon. The permit boundaries were well defined <br /> and all mining disturbances appeared to be contained within the permit boundaries. <br /> The site is permitted for 32.36 acres of disturbance. The Operator indicated 32.8 acres are currently affected <br /> by mining activity in the 2014 Annual Report. It appears this was an error by the Operator. According to the <br /> 2014 Annual Report submitted by the Operator, no mining activity occurred at the site in 2013. <br /> The site was active during the inspection. The north highwall was being mined from the top of the highwall by <br /> a small tracked excavator. The excavated material was cast down the existing highwall. The pit floor <br /> contained several processed material stockpiles, a recycled asphalt stockpile, imported rock, dirt and topsoil <br /> stockpiles and construction debris. The southern portion of the site has been regraded with a grayish material <br /> and a large stockpile of imported topsoil was observed south of the pit floor. The topsoil appeared to be from <br /> the construction project at the golf course located south of the mine site. No processing equipment was <br /> observed at the site. Ms. O'Rourke stated the highwall activity and topsoil replacement on the south side of <br /> the site were for aesthetics only. <br /> The approved post-mining land use for the site is residential. The approved reclamation plan states <br /> reclamation will not be concurrent with mining activities. Noxious weeds, common mullein and Canada <br /> thistle,were observed during the inspection. The Operator must control the noxious weeds by implementing <br /> the weed control plan for the site. <br /> The erosion gullies observed at the intersection of the access road and the pit floor during the last inspection <br /> were still present.
