D. The Division has determined that the B horizon and portions of the C horizon need <br />not be segregated and replaced as subsoil (4.06.2(3)). <br />E. The Division has determined selected overburden materials shall be used for, or as a <br />supplement to topsoil. The resulting soil is equal to or better than the available <br />topsoil. This determination is based on physical and chemical analyses approved by <br />the Division (4.06.2(4)(a)). On Gob Piles #l, 92, and #4, available topsoil was <br />limited to 6" replacement depth. BRL has provided the results of chemical and <br />physical soil property analyses that demonstrate that the cover material is a suitable <br />growth medium that, when used to supplement the available topsoil material, will <br />support revegetation efforts. <br />F. Alternative methods to protect stockpiled soil materials are not proposed to be <br />approved by the Division (4.06.3(2)(a)) <br />G. Alternative treatments to eliminate slippage surfaces, relieve compaction, and provide <br />for root penetration are not proposed to be approved (4.06.4(1)). <br />V. Sealing of Drilled Holes and Underground Openings <br />A. The applicant has not proposed to manage development, exploration, drill or bore <br />holes, wells or other exposed underground openings in a manner other than by sealing <br />and plugging (4.07.1). Gob vent boreholes are utilized to allow methane to be vented <br />from the underground workings, and are typically drilled up to one year in advance of <br />the longwall operation and left open until methane venting has ceased. The applicant <br />will seal and plug gob vent boreholes once methane gas production has ceased, and <br />will fence open holes in the interim. <br />B. Holes or openings which are temporarily plugged will be protected by the use of <br />barricades or fences (4.07.2). <br />C. The Division will require that each hole, well or other underground opening be <br />capped, sealed, backfilled, or otherwise properly managed (4.07.3). <br />VI. Use of Explosives <br />A. The Division does not propose to approve blasting at times other than those described <br />in the blasting schedule due to unavoidable hazardous situations (4.08.3(2)(b)(v) and <br />(4.08.4(2)). <br />B. The applicant has not proposed to conduct blasting less than 1,000 feet from a school, <br />church, hospital, or nursing facility, or less than 500 feet from disposal wells, <br />petroleum or gas storage facilities, municipal water storage facilities, fluid <br />transmission pipelines, gas or oil collection lines, or water or sewage lines <br />(4.08.4(7)). <br />C. The Division is not proposing to approve the use of a modified equation to determine <br />maximum weight of explosives per delay (4.08.6(2)). <br />Page 37 of 46 <br />
