No alternative specifications are proposed for any access road culverts <br />(4.03.2(4)(e)(i)). <br />C. Light -Use Roads <br />A network of light use roads exists within the permit area, as shown on Map 9 of the <br />approved permit application package. Light use roads have been constructed in <br />association with vent shafts, gob vent boreholes, sediment ponds, and environmental <br />monitoring locations. No light use roads are proposed for construction under this <br />permit revision. <br />1. The Division does not propose to approve the location of a portion of a light -use <br />road in the channel of an ephemeral stream with an upstream watershed of at least <br />one square mile, an intermittent, or a perennial stream (4.03.3(2)(b)). <br />2. The Division does not propose to approve a ford of an intermittent, a perennial, or <br />an ephemeral stream which drains at least one square mile. (4.03.3(2)(c)). <br />3. The applicant has not requested a lesser road grade than required by Rule <br />4.03.3(3)(a). <br />4. Pre - existing light -use roads and will be retained after reclamation of the Bowie <br />No. 2 Mine site; all other light -use roads will be reclaimed as set forth in the <br />permit application package (4.03.3(7). <br />11. Support Facilities <br />Construction of support facilities will not result in damage, destruction, or disruption of <br />oil, gas, or water wells or pipelines, coal slurry pipelines, railroads, or utility lines which <br />pass over, under, or through the permit area. (4.04(6)). <br />III. Hydrologic Balance <br />A. Water Quality Standards and Effluent Limitations <br />1. The Division granted approval for small area exemptions from the use of <br />sediment ponds, due to the limited size of the areas and due to the fact that ponds <br />and treatment facilities are not necessary for the drainage to meet the effluent <br />limitations of Rule 4.05.2 and applicable State and Federal water quality <br />standards for receiving streams, and also due to the fact that no mixing of surface <br />drainage with a discharge from underground workings will occur.
