Mine Site Inspection <br />Mine Name: Trapper Mine <br />Permittee: Trapper Mining, Inc. <br />Permit ID #: C- 1981 -010 <br />Inspection Date: 9/23/2014 <br />Start Time: 7:50 a.m. <br />Inspection Type: Coal Partial/Topic Specific - Blasting Records and In- Development <br />Drill Holes <br />Weather Conditions: Slightly damp from previous rain, overcast and approximately 55 <br />degrees. <br />Participants: <br />Jared Ebert, Colorado Division of Reclamation, Mining, and Safety (DRMS) <br />Dan Hernandez, Colorado Division of Reclamation, Mining, and Safety (DRMS) <br />Dan Mackinnon, Office of Surface Mining Reclamation and Enforcement <br />(OSMRE) <br />Graham Roberts, Trapper Mining, Incorporated (TMI) <br />Spencer Shumate, Office of Surface Mining Reclamation and Enforcement <br />(OSMRE) #545 <br />Background: <br />The purpose of this oversight inspection was to determine whether DRMS is achieving <br />reclamation success and preventing offsite impacts by ensuring that in- development drill <br />holes are constructed and reclaimed in accordance with the applicable rules. <br />Additionally, the Team evaluated whether DRMS is effectively ensuring customer <br />service by reviewing TMI's records of blasting. <br />Records of Blasting for Surface Coal Mining Operations (Rule 4.08.5): <br />Prior to this evaluation, a thorough review of the approved permit and previous <br />inspection reports were conducted. NOTE: Correspondence from DRMS to TMI on July <br />28, 2014 revealed various questions and concerns with how the operator is calculating <br />certain items such as delay periods, scaled- distance and their blast pattern sketches. <br />During a conversation with DRMS on this topic, it was understood that DRMS is <br />currently working with the operator on amending their blasting summary sheets in order <br />to incorporate critical line items, as required by Rule 4.08.5, via an upcoming TR. While <br />this is important and highlights the proactive oversight approach by the Division, the <br />operator is ultimately responsible to ensure ALL data is recorded in the meantime. <br />The Team began the administrative portion of this evaluation by reviewing ten of TMI's <br />most previous blasts to determine whether or not the required information has been <br />recorded per Rule 4.08.5. <br />During this review, the Team recognized a consistent pattern on each of the blast logs <br />where the operator had not provided all of the required information. More specifically, all <br />of the blast summary logs except the 9 -16 -2014 log did not have the information <br />required by Rule 4.08.5.
