September 18, 2014 C- 1981- 008/New Horizon Mine MPB
Pit water is being pumped to Pond 011 (see attached Photograph No. 1). Photograph No. 2 shows Pond 011 and
surrounding Morgan property in the background.
The spoil spring located southeast of Pond 013 was inspected. Water seeps out along the toe of an embankment
and the spring has been excavated and exposed (see Photograph No. 3). WFC has begun construction of the
Trench Drain system approved in March 2014 with TR -63 to intercept and convey the mine spoil water (see
Photograph No. 4). On August 19, 2014 the Division received TR -64 which proposes to change the type of
connection to be used at the trench drain nexus and to revise the outlet location so that the trench drain will
discharge into the Pond 013 flume rather than into Pond 013. This proposed change with TR -64 is still under
review by the Division.
ROADS — Rule 4.03
Construction 4.03.1(3)/4.03.2(3)
Drainage 4.03.1(4)/4.03.2(4)
Surfacing and Maintenance4.03.1(5) and (6)/4.03.2(5) and (6)
Reclamation 4.03.1(7)/4.03.2(7):
Haul roads and access roads were in good condition throughout the site. Road ditches appeared to be well
maintained. Culverts were clear of sediment and debris and functioning properly.
SUPPORT FACILITIES - Rule 4.04:
The surface facilities area was inspected. The site facilities, warehouse and shop areas are very well maintained
and no problems were noted.
TOPSOIL — Rule 4.06
Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3; Redistribution 4.06.4:
WFC is finalizing topsoil redistribution at the Morgan Property. The topsoil replacement is approximately 85%
complete. Topsoil redistribution at the Morgan Property was temporarily suspended due to recent rainfall at the
site but will resume soon when site conditions allow. A portion of the Morgan property where topsoil
redistribution is completed is shown in Photograph No. 5. The remainder of the A Pile is shown in Photograph
No. 6.
DOCUMENTS RECEIVED
None
OTHER (SPECIFY)
Number of Partial Inspection this Fiscal Year: 2
Number of Complete Inspections this Fiscal Year: 1
Page 3 of 7
