Compliance With Mine Plan-Support Facilities Not On-site <br />NN <br />-Other-Special Categories Of Mining <br />NAN <br />-Processing Waste-Topsoil <br />COMMENTS <br />A partial inspection of the Carbon Junction Mine was conducted by me, Marcia Talvitie of the <br />Division,on the afternoon of Wednesday, October 1, 2014. Skies were partly cloudy during the <br />inspection,producing intermittent showers.The unsettled weatherconditions precluded my <br />inspecting areas other than the Carbon Junction drainage. <br />The purpose of the inspection, conducted in excess of the required quarterly Complete <br />inspections for this site, was to observe any impacts to the reclamation that might have occurred <br />as a result of a recent seriesofprecipitation events that occurred in the Durango area. <br />Portions of the Carbon Junction Channel were found to bein need of maintenance. Please <br />contact me to schedule a joint site visitduring this quarter to discuss maintenance rquirements <br />of the channel and to inspect the remainder of the permit area. <br />HYDROLOGIC BALANCE -Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures <br />4.05.7, 4.05.10; Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; <br />Surface Water Monitoring 4.05.13; Drainage –Acid and Toxic Materials 4.05.8; Impoundments <br />4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />Carbon Junction Permanent Diversion Channel <br />The Permanent Diversion Channel was constructed to carry a 100-year 24-hour peak flow of <br />346 cfs, as is demonstratedin Appendix 5-12 of the permit. <br />I did not attempt to inspect the permanent diversion channel downstream of the twin culverts, <br />although as seen from the road above (Photo1),a significant volume of flow traveled <br />through the culverts and proceeded ontowardCarbon Junction Canyon. <br />The twin 66” culvert pipes that carry flow beneath the permanent paved road were <br />unobstructed(Photo 2). Immediately upstream of the culvert pipes, there had been some <br />disruption of the riprap lining –boulders had been shifted both laterally and longitudinally, <br />resulting in a channel bottom that is no longer flat (Photo 3),and givingasomewhat stepped <br />appearance to the profile. <br />Number of PartialInspection this Fiscal Year: 2 <br />211 <br />Number of CompleteInspections this Fiscal Year: 1Page of <br />
