Jerry Nettleton, MCM <br />Page 11 <br />October 6, 2014 <br />MCM provided updates to Table 56, Map 25 and the "Mine Facilities" discussion in Section 2.05.3 of the <br />PAP to provide information to update the reclamation cost estimate for TR36/RN6. Their response to the <br />Division's first adequacy review concerns is below. <br />a) MCM Response: Table 56, Map 25, and the "Mine Facilities" discussion in Section 2.05.3 of <br />the PAP have been reviewed, updated, and revised for consistency and to reflect the current <br />disposition and status of all major mine structures and facilities. Copies of these revised materials <br />are included with these responses. It is MCM's understanding that the Division will utilize this <br />updated information to review and revise the reclamation cost estimate, and will provide the <br />revised estimate for MCM's review. Once the updated reclamation cost estimate is finalized, a <br />copy will be inserted in Exhibit 25. If the Division incorporates the relevant historical <br />information from the current cost estimate in this update, it will replace the current cost estimate <br />in Exhibit 25, otherwise, the current cost estimate will be retained as relevant historic <br />background, and the updated cost estimate will be added to Exhibit 25. <br />b) DRMS Response: The Division has reviewed the updated Table 56, Map 25 and the "Mine <br />Facilities" discussion in Section 2.05.3 of the PAP and identified several issues that will need to <br />be addressed. Please address the items below: <br />i) Please depict and label all of the rock dust tanks on Map 25. This should include the rock <br />dust tanks in the empire village, the two at the shop area and the one said to be located in the <br />No. 5A Portal. <br />ii) Either add more detail to Map 25 or create a separate map of the Coal Handling/Storage <br />Facilities listed on proposed revised page 2.05 -9. Some items are identified on the revised <br />map and others are not. Please clearly depict and label each of the items listed. <br />iii) Please depict and label the No. 5 and 5a Mine Fresh Water System and its components (Two <br />wells, water treatment system and No. 5 Mine Water Pump) on Map 25. <br />iv) Please depict and label the Red Rock Crusher site on Map 25. <br />v) Please depict and label all of the storage yards identified as "Ancillary Facilities ". <br />vi) Please add the 100,000 gallon water tank to revised Table 56. <br />c) MCM Response #2: The rock -dust tanks were not shown on Map 25 because they have now all <br />been removed from the site. The referenced map and text were reviewed for consistency and <br />revised as appropriate. Map 25 has been revised and updated to show the freshwater system <br />components, and the Red Rock Crusher site. The "ancillary facilities" category is a "catch -all" <br />which includes miscellaneous small areas associated with the other labeled mine facilities, <br />involves very limited disturbance, all of which are included within the mapped mine disturbance <br />areas. Therefore, it is not necessary or appropriate to separately identify and label these small <br />areas. The 100,000- gallon tank has been added to Table 56. <br />d) DRMS Response: <br />i) Please include the 48 -inch Overland Conveyor to the bulleted list under the Coal <br />Handling/Storage Facilities section of the permit on revised page 2.05 -9. <br />
