Bowie No. 2 Mine (C- 1996 -083) <br />MT- 4 <br />6. With recent revisions, BRL has relocated design information for Pond J to Volume XI of the <br />permit application package. Please revise page 2.05 -39, paragraph (i)(C) to clarify the <br />location of design information for all of the sediment ponds. <br />7. Please update the discussion of small area exemption (SAE) designs to clarify that <br />sediment will be controlled with either a silt fence, straw logs, or straw wattles as <br />permitted under MR -136. <br />8. Please update the page number references for small area exemption (SAE) designs <br />beginning on page 2.05 -41. <br />9. Please update the topsoil salvage, stockpile, and replacement volumes summarized on <br />pages 2.05 -52 and 2.05 -66 so that both pages area consistent with each other and with <br />the information provided in Appendices A of Volumes IX and XI as approved in TR -77. <br />a. Topsoil pile A is labeled on Map 15 -3 (sheet 1 of 4) which is consistent with the text <br />on pages 2.05 -50 thru 2.05 -53. The four topsoil stock piles shown On Map 15 -3 <br />(sheet 3 of 4) have different labels than the descriptions and volume charts in the <br />text. Please update the topsoil pile names on Map 15 -3 (sheet 3 of 4) to be <br />consistent with the text and volume charts. <br />b. The text on page 2.05 -66 states that topsoil pile A contains 111,900 CY and will be <br />spread over 64 acres. The chart and text on page 2.05 -52 shows that 154,900 CY of <br />topsoil have been salvaged in topsoil pile A. Please correct the discrepancy in the <br />values or explain what the plan is for the remaining 43,000 CY in topsoil pile A. <br />C. The text on page 2.05 -66 states that topsoil piles D & E contain 42,472 of topsoil <br />and will be spread over 48.9 acres. The chart on page 2.05 -52 shows that only <br />6,100 CY have been salvaged. Please verify the quantities of topsoil salvaged, <br />storage location and quantity needed to provide an adequate depth of topsoil to <br />establish a sustainable vegetative cover. <br />d. The text on page 2.05 -66 states that "topsoil stockpile F will contain 24,000 CY. It <br />will be spread over the 22 acres of the reclaimed unit train loadout to a depth of <br />approximately 1.2 feet." The volume of topsoil required to cover 22 acres at a <br />depth of 1.2 feet is 42,592 CY, but only 24,000 CY are in the stockpile. This is a <br />difference of 18,592 CY. Please clarify the area to be topsoiled, the topsoil depth, <br />stockpile volume and any additional topsoil source that may be used. <br />10. The text on currently approved page 2.05 -62 includes a discussion of projected refuse <br />production, and estimates that annual refuse production will be about 200,000 tons per <br />year. The current rate of refuse production is about 211,000 tons per quarter; 2014 <br />production to date is about 250,000 tons per quarter. Please update the discussion on <br />refuse generation on page 2.05 -62 to reflect current conditions. <br />11. Please update page 2.05 -62, the references to design information for the gob piles, to <br />Page 13 of 22 <br />
