September 30, 2014 C- 1981 - 019 / Colowyo Coal Mine RDZ <br />ROADS — Rule 4.03 <br />Construction 4.03.1(3)/4.03.2(3) <br />Drainage 4.03.1(4)/4.03.2(4) <br />Surfacing and Maintenance4.03.1(5) and (6)/4.03.2(5) and (6) <br />Reclamation 4.03.1(7)/4.03.2(7): <br />The road to the Section 28 Pond was in good shape. Haul roads were very muddy but appeared to be <br />functional despite the large amount of precipitation. Scrapers were seen maintaining them. <br />The road along Taylor Creek was not passable due to muddy conditions. <br />The new haul road to the South Taylor pit is functional although it needs additional work including the addition of <br />a crown, surfacing, and drainage control. Reclamation of the old haul road (west of the West Pit) will begin in <br />near future per Lee Sampson; the 102 dragline will soon be moved to the area of the runaway truck ramp and work <br />its way south. <br />RECLAMATION SUCCESS - Rule 4.15, Rule 3: <br />In the East Pit, the vegetation growth in the newer East Pit reclamation area appears to be good. A <br />significant amount of parcel EP057 has been rough graded in 2014 (approximately 750 feet). Per Kurt Blunt, the <br />construction of the upper portion of the Final East Pit Ditch will commence in next week or two. <br />REVEGETATION — Rule 4.15 <br />Vegetative Cover; Timing: <br />Mullen and Houndstongue were observed near the Section 28 Pond. <br />Evidence of weed spraying was seen in many areas, including the Section 28 Pond, Prospect Pond, and the Work <br />Area Pond. <br />SUPPORT FACILITIES - Rule 4.04: <br />No problems were seen at the main facility area. A drainage problem was seen at the West Pit Fuel <br />Island; a cut in the berm is allowing runoff to flow onto a reclaimed area. Kurt Blunt instructed operators to fix <br />this problem during the inspection. <br />SIGNS AND MARKERS — Rule 4.02: <br />Permit boundary signs were seen in many locations, including the gate at the road to the Section 28 Pond <br />and at all of the other ponds along Highway 13 (Prospect, Gulch A, and Streeter). <br />SPECIAL CATEGORIES OF MINING — Rules 4.22 through 4.27: <br />In the West Pit the high wall miner was near the west end of the pit but was not mining coal at the time of <br />the inspection. Per Colowyo staff, this operation will be moved to the east end of the pit soon to begin mining the <br />D2 seam.
