The <br />Colowyo employee who participated in the field inspection was Kurtis Blunt. Lee Sampson, Marry Stearns, and <br />Tony Tennyson participated in office discussions. The weather was variable, with snow and rain on October 1st. <br />The ground was very muddy and precluded access to a good part of the site. The two days preceding the <br />inspection also experienced rain. <br />In the South Taylor Pit, the 103 dragline is filling in the east end of pit, the 115 was idle, and the F6 overburden <br />was being drilled. <br />In the West Pit, the east side was being prepared for the movement of the highwall miner to this location in the <br />near future. <br />BACKFILL and GRADING — Rule 4.14 <br />Contemporaneous Reclamation 4.14.1; Approximate Original Contour 4.14.2; Highwall Elimination 4.14.1(2)(f); <br />Steep Slopes 4.14.2, 4.27; Handling of Acid and Toxic Materials 4.14.3; Stabilization of Rills and Gullies 4.14.6: <br />In the West Pit, spoil was being moved with dozers, the 114 shovel, and trucks from a nearby area <br />(approximately a quarter mile north of the pit) to the east end of the pit. <br />In the South Taylor Pit, the 103 dragline is still filling in the initial cut (east end of pit). <br />EXCESS SPOIL and DEVELOPMENT WASTE — Rule 4.09 <br />Placement; Drainage Control; Surface Stabilization: <br />The West Taylor Fill was viewed from above, toward the southeast corner. No erosion or other problems <br />were identified with the fill. Most of the topsoil that had been stockpiled has been spread; a small portion was left <br />to tie into the side channel. <br />FISH and WILDLIFE — Rule 4.18: <br />Many elk, deer, and antelope were seen in the reclaimed East Pit, as well as other parts of the mine site. <br />Number of Partial Inspection this Fiscal Year: 2 <br />Number of Complete Inspections this Fiscal Year: 1 <br />Page 2 of 11 <br />
