September 3, 2014 C- 1981 - 022 /Elk Creek Mine BFB <br />diversion ditch uphill and east of Pond D needs to be cleaned (photo 2). Some large rocks and soil have fallen into <br />the ditch. The screen at the end of the clean water diversion ditch was clean and free of debris. <br />There are two black plastic pipes that end in Elk Creek just north of Pond D where Elk Creek goes into the culvert <br />(photo 3). The pipes enter the ground under the haul road and it is unclear where the pipes originate. The purpose <br />of the pipes needs to be determined and if they are discharging to Elk Creek. <br />The culvert by the main entrance sign, just west of Pond A needs to have the debris removed on the inlet side <br />(photo 4). <br />The gob vent boreholes for Panel 18 were inspected for drainage control and siltation structures. Gob vent <br />boreholes are constructed according to the `typical' gob vent borehole drill pad SAE design outlined in Exhibit <br />2.05 -E3 Section 9. The following is a list of the well pads with their discrepancies. <br />- The well pad drainage ditch does not have a sediment control structure. A structure needs to be installed in the <br />ditch on the following drill pads: 18 -02 (photo 5), 18 -02b, 18 -03, 18 -04b, 18 -04c, 18 -07b and 19 -08. <br />-The straw wattles on the pad perimeter are in disrepair and have become ineffective. The most common reasons <br />were they are full of sediment or were not installed. The wattles need to be repaired /installed on the following drill <br />pads: 18 -01b (photo 6), 18 -02, 18 -02b, TGBMPA, 18 -03, 18-04,18-04b, 18 -04c (photo 7), 18 -05, 18 -08, and 19- <br />08. <br />The berm around 18 -02 needs to be repaired to prevent water from running down the face of the fill. A berm <br />around the TGBMPA pad perimeter needs to be installed (photo 8). Water gullies were forming from the pad edge <br />down the face of the fill material. <br />Erosion wattles need to be installed at the base of the TGBMPA topsoil stock pile to prevent soil from eroding <br />down the small side gulley. <br />RECLAMATION SUCCESS - Rule 4.15, Rule 3: <br />The vegetation on the II West Valley fill looked good. The upper part that was seeded last year had many <br />annuals, as expected, and new perennial grasses were seen in the understory. <br />The thistles in the II West and West Valley Refuse Areas have been treated. <br />Thistles need to be treated on the following gob vent bore hole pads: 18 -01b, TGBMPA, 18 -04c, 18 -05, 18 -07b, <br />18 -08 and 19 -08. <br />Houndstongue plants need to be treated on the following gob vent bore hole pads: 18 -04b, 18 -04c and 18 -08. <br />There is very little vegetation on the fill slope of pads 18 -02b (photo 9) and 18 -04b. These areas need to have <br />wattles installed at the toe and mid -slope to prevent erosion during spring runoff and needs to be seeded. <br />Number of Partial Inspection this Fiscal Year: 2 <br />Number of Complete Inspections this Fiscal Year: 1 <br />Page 3 of 7 <br />
