Issue resolved; BRL revised the proposed monitoring plan to include subsidence <br />monitoring stations on the affected portion of Stevens Gulch Road. <br />Rule 2.04.7 - Hydrology Description <br />Rule 2.04.7(1) - Ground Water Information <br />47. Issue resolved; the Division requested that the permit application package text be revised to <br />include a discussion of the rehabilitation /replacement work, and BRL has committed to <br />submitting a minor revision to include the required discussion. The Division will place a <br />stipulation on its approval of PR -14, with a requirement that the rehabilitation and /or <br />replacement and subsequent minor revision approval be completed within Calendar Year <br />2014. <br />49. BRL provided details of the proposed new wells, as requested. The generalized Monitoring <br />Well Completion Drawing will be a useful addition to the permit. <br />The location of the two proposed wells is shown on maps 9, 10A and 10B. Using the contour <br />lines to approximate, the site is at an elevation of 7800'. Viewing the points overlaid on an <br />aerial image suggests that they are -180m west of the WAPA Transmission line access road. <br />The projected potentiometric surfaces on Maps 10A and 10B show a discontinuity of <br />aligned with a northwest /southeast trending fault line. Those maps each show significantly <br />higher head values ( >200') to the east of the fault line compared to the west. If the maps <br />accurately depict the surface, the inference must be that the hydrologic connection <br />between the two sides of the fault is very limited. Although wells drilled at those locations <br />might be down -dip of the majority of the workings, the fact that they are on the other side <br />of the fault makes it unlikely that they would monitor water directly affected by the <br />western workings. The wells could not be considered to be down gradient of the workings. <br />Figures 1 and 2, below, show a pink polygon bounded by the projected 7800' contour, <br />proposed limit of the mine workings, and western edge of the fault line. Figure 2 is drawn at <br />a larger scale; the aerial image base map shows what appear to be tracks or roads crossing <br />the polygon, suggesting that vehicle access may be possible. Has BRL considered sites at <br />this general location? Please provide additional information to demonstrate that the <br />proposed location of the point of compliance wells are sufficiently hydrologically <br />connected to the western workings such that they would monitor water directly affected <br />by the western workings, or propose a new location for the monitoring wells that would <br />allow for monitoring water directly affected by the western workings. <br />
