The site is mostly reclaimed and no personnel <br />remain on site. The weather has been rainy over the previous few days. The morning of the inspection the sky <br />was clear but the site was muddy. <br />FISH and WILDLIFE Rule 4.18: <br /> Large flocks of Sandhill cranes were gathering in the wheat fields around the loadout permit area. No <br />Cranes were landing on the permit, but hundreds were observed immediately south of the TAHR, in the Dry Creek <br />drainage. <br /> <br />Four Mule deer were grazing on the reclaimed vegetation on Topsoil Stockpile A, while two additional Mule deer <br />were observed in the rail road cut. <br /> <br />A solitary domestic bull was grazing on the reclaimed facilities area. As the inspector was walking across this <br />reclamation, the bull began to approach and seemed rather interested. Most of the reclaimed facilities area was <br /> <br /> <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br />Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br />Drainage Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br /> The Rail Loop pond was damp but was not holding any water.
