Attachment B Compliance and Monitoring <br /> ATTACHMENT B <br /> Compliance and Monitoring <br /> Whirlwind Mine Uranium Mining Project EA <br /> 1. Personal monitoring and active ventilation for radon emissions in the mine workings shall <br /> be implemented as required by MSHA safety provisions. <br /> 2. Energy Fuels shall calculate emissions on a monthly basis to ensure that none of the <br /> emission sources is exceeding the permit limits. <br /> 3. Energy Fuels shall conduct sampling and analysis of the treated water prior to discharge <br /> as required by the CDPS permit and provide copies of the reports to the BLM. <br /> 4. Energy Fuels shall sample and test material containing elevated radionuclide levels such <br /> as water treatment sludge and residual ore pad material. The BLM will dictate disposal <br /> method and location based on test results. <br /> 5. Energy Fuels shall conduct quarterly sampling of sediment pond water and implement <br /> mitigation, if necessary. These data and a summary report shall be provided to the BLM. <br /> 6. Energy Fuels shall conduct an annual survey of the project area each summer to check <br /> for new water seeps and springs and report the results to the BLM. <br /> 7. Flow rates shall be measured for DP and PR springs and water quality shall be sampled <br /> and analyzed for PR Spring on a quarterly basis. These data and a summary report shall <br /> be provided to the BLM. <br /> 8. Composite samples shall be made from quarterly waste rock grab samples and <br /> analyzed once per year to ensure that the waste rock in the storage area is still <br /> considered inert. These data and a summary report shall be provided to the BLM. If <br /> results indicate the waste rock is not inert, a groundwater monitoring well shall be <br /> constructed down gradient of the waste rock storage area and built to comply with EPA <br /> and USGS standards. <br /> 9. Energy Fuels shall provide quarterly estimates of groundwater flow in the underground <br /> workings and conduct water quality sampling. These data and a summary report shall be <br /> provided to the BLM. <br /> 10. Prior to final reclamation of the Packrat Portal and road, soil samples from the berm shall <br /> be sampled and analyzed for recommended nutrient amendments.Analysis shall include <br /> standard agronomic nutrients: nitrogen, phosphorus, and potassium in addition to pH for <br /> fertilizer recommendations that consider the species being planted. <br /> 11. During mining operations, weed surveys for plants listed in Chapter 3 Table 3.21-1 in the <br /> EA, and BLM- and county-approved weed control measures shall be implemented along <br /> Mesa County Road 5/10 from its intersection with John Brown Road to the project area. <br /> 12. A weed survey shall be conducted at the mine area and Mesa County Road 5/10 in the <br /> spring (April or May) and in the fall (September or October). <br /> Whirlwind Mine Decision Record B-1 <br />
