Following GCC's submittal of revised public notice and revised application form, TR -23 was <br />determined to be complete for purposes of filing on September 5, 2014. <br />The Division notified various federal, state and local entities of the application's completeness. <br />Responses were received from the State Historical Preservation Officer (on September 17, 2014), finding <br />no historic properties affected; and from the Office of Surface Mining on September 18, 2014, which <br />determined that no mining plan modification is needed. This information was forwarded to GCC by <br />email on September 19, 2014. <br />As of this writing, no proof of publication has been received for the TR -23 Public Notice. The Division <br />understands that the notice was scheduled to appear in the September 9, 2014 edition of the Durango <br />Herald. If this was in fact the publication date, the period for public comment extended through <br />September 19, 2014. No comments related to TR -23 have been received from the general public. <br />Adequacy Comments: <br />The maximum annual production was changed at the end of the second paragraph on Page 1, but <br />the total life of mine (10 — 15 years) has not been adjusted accordingly. Please revise the life of <br />mine to reflect any changes anticipated. <br />2.
