The inspection began on the afternoon of <br />Thursday, September 18, 2014 and concluded on Friday, September 19th. Skies were clear, and <br />the temperature on the 18th was approximately 90F. <br />Basil Bear of Bowie Resources, LLC was contacted at the mine office and notified of the <br />inspection. Mr. Bear said the mine has been making progress addressing tasks identified in <br />previous inspection reports, including boundary and disturbed area markers being installed at the <br />Loadout, and silt fence not required for sediment control being removed from the East Mine. <br />PERMITTING UPDATE: <br />NW -134 Surface and Subsurface Ownership — the application was received on Sept. 15, 2014. <br />The application's Completeness will be determined by the Division no later than Sept. 25tH <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures <br />4.05.7, 4.05.10; Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; <br />Surface Water Monitoring 4.05.13; Drainage — Acid and Toxic Materials 4.05.8; Impoundments <br />4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />• Ground conditions were dry throughout the permit area. <br />• Ponds 2, W -1, W -2 and the Highway Coal Storage Pond were all dry. The Loadout pond <br />held a pool of water, below the level of the primary spillway. The outlet gate to the primary <br />spillway was closed. <br />• In the August 2014 inspection report, the Division noted that debris had collected on a fence <br />near the truck scale at the Loadout. The fence at this location was now found to be cleared of <br />debris (Photo 1). <br />• Silt fence had been removed from the western side of the East Mine access road, below the <br />first hairpin curve (Photo 2). <br />Number of Partial Inspection this Fiscal Year: 2 <br />Number of Complete Inspections this Fiscal Year: 1 Page 2 of 8 <br />
