and mining in Panels 12- through 20 -Left and 13- and 14 -Left Inby. Mine plan modifications under TR09 -71 will <br />include additional reserve areas in the WMD, with development and mining of the 19- and 20 -Left Panels from the <br />7- and 9 -North Mains. Alignment of development entries may be adjusted, as necessary, to address geologic <br />conditions. Main and sub -main entries will be developed by continuous miner, as is current practice. <br />WOLF CREEK RESERVE (WCR) <br />WC (Test Excavation, Initial Support, and Staging MR14 -282) <br />TC will complete test excavations and installation of initial support for the WC rock - slopes to provide the necessary <br />information to evaluate the construction and support plans for the rock - slopes, pillar response, and confirm the <br />design parameters or provide the necessary information for modification of the plans to best meet site conditions <br />and constraints. The test excavations will extend no more than 30 feet below the bottom of the current 5 Main <br />North Mains mine in the Wadge Coal Seam as shown by Figure EX54 -F 1 in Exhibit 54, Wolf Creek Reserve <br />Construction and Development Plans. Dependent on the conditions encountered and the information gained from <br />the test excavations and the initial support installation, TC may then stage critical materials for the subsequent rock - <br />slope construction activities. <br />(2) Operation Description <br />The general operation plan for the Foidel Creek Mine is shown on Map 23, Mine Plan. This map shows the <br />planned schedule for the mine advance throughout the current permit term. Separate five -year renewals will be <br />obtained and incremental performance bond will be posted, as necessary and appropriate. The permit area <br />associated with the underground coal mine encompasses approximately 22,447 acres. Total permitted disturbance <br />acreage is approximately 660.4 acres. <br />As shown on Maps I and 2, there are three remaining parcels of un- leased federal coal within the Mine Permit <br />Area., located in Section 33, T6N, R86W and Sections 22 and 23, T5N, R86W. In addition, the existing federal <br />coal lease (COC- 54608) in Section 21, T5N, R86W does not include the Wolf Creek Coal Seam. The BLM <br />controls the coal within these areas, and the surface of the parcel of land located in the SW' /4 SW' /4 Section 33, <br />T6N, R86W. It is not anticipated that the federal coal in Section 33, T6N, R86W will be mined, since it is in an <br />area where the coal seam dips steeply upward on the edge of the synclinal basin. In February 2009, TC obtained <br />the Federal Coal Lease from the BLM for the previously un- leased federal coal in Sections 22 and 27 of T5N, <br />R87W, and incorporated portions of these areas in the final Phase III mine development and longwall mining plans <br />(under TR09 -68 and PR09 -08). TC is pursuing leasing of the federal coal and inclusion of the Wolf Creek Seam <br />M R 14 -282 2.05 -3 09/02/14 <br />
