WESTERN MINING DISTRICT <br />WMD (Panels 12 -Left through 20 -Left and 14- and 15 -Left Inby; PR06 -07, PR09 -08, TR07 -63, TR08 -64, TR09- <br />68, TR09 -71) <br />During 2007 -2008, and the subsequent permit term (2008- 2012), mine development (Phase I, II, and Interim I1I) will <br />progress in the WMD, with final Phase III development and actual longwall mining proceeding following approval of a <br />permit revision application (PR09 -08) addressing these activities. In preparation for future mining in the WMD, TC <br />will proceed with development of main and sub -main entries for Panels 13 -Left through 17 -Left. Alignment of <br />development entries may be adjusted, as necessary, to address geologic conditions. <br />Phase I through Interim Phase III development will result in extension of development in the 18 -, and 17 -Left gate - <br />roads to their furthest western limit, partial development of the 16 -, 15 -, 14, and 13 -Left gate- roads, and full <br />development of the 9- and 10 -North Mains. Development of the 18 -, 17- and 16 -Left gate -roads will extend into <br />the new Federal coal lease (COC- 72980) at the western edge of the WMD. Under the full WMD development and <br />mine plan modification approvals (PR09 -08 and TR09 -71) development of Gate -roads 12 through 20 -Left, 13- <br />through 15 -Left Inby, the associated bleeder entries, and mining of Panels 12- through 20 -Left and 14- and 15 -Left <br />Inby will involve mining coal from Federal Coal Leases COC -20900 (as modified June 22, 2007) and COC- 72980, <br />State lease CO -3229, and fee coal leased by TC from NRC -CO 1, LLC, LLC. <br />WOLF CREEK RESERVE (WCR) <br />WC (Test Excavation, Initial Support, and Staging MR14 -282) <br />In order to provide the necessary information to evaluate the construction and support plans for the rock - slopes, <br />pillar response; and confirm the design parameters or provide the necessary information for modification of the <br />plans to best meet site conditions and constraints, TC will complete test excavations and initial support installation. <br />The test excavations will be advanced at the angle of the rock - slopes from the 5 Main North No. 2 Entry, extending <br />no more than 30 feet below the base of the Wadge Seam, as shown on Figure EX54 -F1. Non -coal excavated <br />material will be placed in the unused 5Main North rock -belt entry, and any coal excavated will be transferred to the <br />coal product belt. The initial support installation will consist of a poured concrete floor and sill, with a pre- <br />fabricated box culvert backfilled with compacted fill or flow -fill to the level of the floor of the overlying Wadge <br />workings. <br />MR14 -282 2.05 -7.2 09/02/14 <br />
