September 17, 2014 C- 1981 - 014 /Southfield Mine RDZ
as having approximately 50% cover, and adjacent (undisturbed) areas were characterized as having approximately
40% cover. Observations of this reclamation during the inspection indicate that these numbers are reasonable.
SUBSIDENCE — Rule 4.20:
Dr. Corley showed the inspector five areas where subsidence impacts have been addressed in the past, but
some possible issues still remain. Prior to the inspection, Dr. Corley provided the following coordinates (in the
NAD1983 projection):
• #1 - 38degl6'06.87 "N, 105deg09' 11.26 "W to 38degl6'08.85 "N, 105deg09'9.57 "W
• #2 - 38degl6'55.7 "N, 105deg09'12.4 "W to 38degl6'54.7 "N, 105deg09'12.4 "W
• #3 - 38deg16'36.92 "N, 105deg09'24.64 "W
• #4 - 38degl6'07.86 "N, 105deg09'31.4 "W
• #5 - 38degl6'39.81 "N, 105deg09' 13.86 "W.
During the inspection and prior to the inspection, Dr. Corley flagged the areas. Using GPS equipment (a Yuma
unit made by Trimble), the inspector confirmed the coordinates of the first two sites. The battery on the
equipment died, and the final three sites were not checked. However, a check within GIS in the office indicated
that these coordinates are, at the least, in the general vicinity of the areas that were inspected. Also, Dr. Corley has
a reputation as a highly accurate surveyor.
The following issues were observed with the subsidence repairs:
• At site #1, there is a bare spot that should be re- seeded.
• At site #2, there are some small holes that should be filled with soil.
• At site #3, there are some small holes that should be filled with soil. This area is getting worse per Dr.
Corley.
• At site #4, there is a hole in the diversion ditch that should be filled with soil. This hole is getting deeper
per Dr. Corley.
• At site #5, there are some holes that are up to five feet deep that should be filled with soil.
The Division requests that the holes be filled again, especially at site #5, bare spots be seeded again, and that all of
these sites be added to Map 12 in the PAP for the Southfield Mine. This mapping would be consistent with the
subsidence repairs that are shown on Map 12 between the RDA and County Road 15 (near the Thompson
driveway).
OFFSITE SUPPORT FACILIITES - Rule 4.04,4.28:
Trash is still present at the loadout, including a box spring below pond L -2, a pile of concrete rubble, trash
near Pond L2, and trash near the fence by the road. See Hydrology section for discussion of ponds at the loadout.
The rest of the loadout area was inspected, and no erosion weed patches, or other problems were seen.
TOPSOIL — Rule 4.06
Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3; Redistribution 4.06.4:
Two topsoil stockpiles were observed and no significant problems were identified.
