The weather was clear <br />and seasonably warm. The ground was dry. The inspector met a landowner, Dr. Douglass Corley at 8am. With <br />Dr. Corley was his daughter, Carin Corley, his tenant rancher, Jack Robeda, and (joining the group later) Dr. <br />Corley's son -in -law, Daryl Mergen. George Patterson of EFCI was present during the records check at the EFCI <br />office in Florence. <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br />Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br />Drainage — Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />Along the road to the Monarch fan, the first "drainage sock" (closest to Pond 5) has been removed and <br />riprap added to the steep channel below. This must be closely watched to see if the riprap remains in place and <br />that further erosion of this channel does not occur. The culvert at this location was mostly clear. <br />EFCI has performed work on the ditch that traverses the western toe of the GEC spoil pile. Because this is not <br />within the Southfield permit boundary, it is not discussed as part of this report. Additional correspondence with <br />EFCI and the landowner, Dr. Corley, will be made regarding this work in the future. <br />Ditches and the California crossing at the RDA were found to be in good shape; no erosion or other problems were <br />seen. <br />The two ponds at the mine site, Pond 4 and Pond 5, were holding significant amounts of turbid water. Neither of <br />these ponds was discharging. At the loadout, ponds L -1 and L -2 were dry at the time of the inspection. No major <br />problems were found with embankments, flumes, or spillways. The emergency spillway pipes for Pond 4 contain <br />a small amount of sediment. Sediment has been removed from the Pond 5 emergency spillway — per George <br />Patterson, sediment loads from the GEC spoil pile have accumulated on the dam.
