September 9, 2014 C- 1996 - 084 /Lorencito Canyon Mine LDS <br />pond held water but was not discharging. <br />Both ponds 7 and 9a also held water but were not discharging. The down - drains leading to these ponds <br />were inspected. No work had taken place above pond 7, but an attempt had been made to repair the damage caused <br />to the west down -drain on fill 9 by the heavy rain in August. The job proved to be very challenging and the repair <br />is not "as good as new ". Mr Massarotti explained that they had concentrated on pulling the large displaced rocks to <br />the side of the channel in order to protect the fill from erosion. His reasoning was that the base of the channel had <br />mostly eroded to base rock or at least very large rocks, particularly towards the bottom. The repaired channel still <br />had some fairly large drops in it (approximately 3') as well as some loose material. It is to be expected that the <br />material will move and settle following the next large rain event, and it may be that further repairs are necessary in <br />the future. <br />GENERAL MINE PLAN COMPLIANCE: <br />TR18 - The proposed decision due date is September 30, 2014. The Division is awaiting a response to the <br />adequacy letter of May 29, 2013. <br />REVEGETATION — Rule 4.15 <br />Vegetative Cover; Timing: <br />The Tamarisk plants in the shrub plot had been cut and mostly removed. The area should continue to be <br />monitored for re- emergence. <br />Recently seeded disturbances (e.g. in the contour ditch above pond 6) had germinated and begun to <br />establish vegetative cover. It wasn't clear whether the sediment pond cleaning area had been reseeded or not. Mr <br />Massarotti said that a large quantity of seed had just been ordered (along with straw wattles and mulch). <br />SLIDES and DAMAGE - Rule 4.12: <br />Damage to the down - drains on fills 7 and 9 is described above. <br />TOPSOIL — Rule 4.06 <br />Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3; Redistribution 4.06.4: <br />Fills 7, 8 and 9 all appeared to be stable and well vegetated. There were no signs of drainage problems or <br />of damage on any of the fill slopes or terraces. <br />DOCUMENTS RECEIVED <br />N/A <br />OTHER (SPECIFY) <br />The Annual Reclamation Report for 2013 is overdue. <br />ENFORCEMENT ACTIONS /COMPLIANCE <br />No enforcement actions were initiated as a result of this inspection, nor are any pending. <br />Number of Partial Inspection this Fiscal Year: 2 <br />Number of Complete Inspections this Fiscal Year: 1 <br />Page 3 of 17 <br />
