• 2.2.7 Loma Rail Loadout -Description of Operation <br />The Operator leased a rail loadout site of approximately 5.57 acres located at <br />Loma, Colorado in Mesa County. The entire lease area is the Permit Area. This area <br />lies totally within the Union Pacific right-of-way and was used as a rail loading site to the <br />lease. The disturbed area is approximately 2.91 acres. The lease varies in width from <br />69 to 80 feet and is approximately 3,210 feet long as shown in Figure 2.2-15. <br />The coal from the Loma Loadout site was excavated and trucked to the Munger <br />mine site where it was backfilled against the highwall as described in Section 3.0. The <br />reclamation of the Loma Loadout was completed in the fall of 2001. <br />Surface Water Controls <br />' The Loma rail siding activity as described is isolated from all surface water runoff <br />• other than direct precipitation. A small flow of irrigation wastewater is passed through <br />the permit area in the northwest section of the site. Irrigation return water is passed <br />beneath the Union Pacific Rail Road main line and spur tracks in two culverts located <br />as shown in Figure 2.2-15. Flow from the culvert located furthest to the northwest is <br />collected in a ditch paralleling the spur track. A second culvert conveys the flow to the <br />opposite side of the permit area to the collector ditch as shown. Flow from this ditch will <br />merge with that from the third culvert where it will exit the permit area. The water <br />eventually enters another irrigation return ditch to the southwest. All irrigation return <br />water will be isolated from the loading operation with these measures. <br />As noted, the only other flow associated with the loadout site is that resulting <br />from direct precipitation. The general grade of the site is along it's axis towards the <br />southeast. Berms constructed along the east and southwest sides of the site contain <br />direct precipitation, Atypical berm section is shown on Figure 2.2-15. A berm at the <br />northwest end of the coal storage and loading area isolates it from the rest of the permit <br />area. Any runoff from precipitation events which is not absorbed will flow to the <br />• southeast corner of the site through a silt fence which provides sedimentation control. <br />Permit Renewal 2-23 07 /04 <br />
