COLORADO <br /> Division of Reclamation, <br /> Mining and Safety <br /> 1313 Sherman Street, Room 215 <br /> Denver, CO 80203 <br /> February 24, 2016 <br /> Brian Watterson, P.G. <br /> Twentymile Coal Company <br /> 29515 Rout County Road 427 <br /> Oak Creek, CO 80467 <br /> RE: Foidel Creek Mine; C-1982-056 <br /> Twentymile Mine Exploration Drill Hole Abandonment Report Review <br /> Dear Mr. Watterson: <br /> The Colorado Division of Reclamation, Mining, and Safety (Division), received a drill hole abandonment <br /> report for the majority of the Wolf Creek Reserve corehole project on July 8, 2015. However, several of <br /> the coreholes drilled and sealed with the Wolf Creek Reserve Corehole project were not included in the <br /> abandonment report. This issue was cited as a maintenance item on the Division's site inspection reports. <br /> The Division requested abandonment reports for the following drill holes: WC-026E, WC-026F, WC- <br /> 026G, WC-027, WC-029, WC-2613, WC-028 and WC-006. <br /> On February 10, 2016 during the Division's site inspection,you provided me a spreadsheet with the drill <br /> hole abandonment information for the drill holes in question with the exception of WC-006. According <br /> to Mike Berdine,this hole was never drilled. However, when the Division visited the WC-006 site during <br /> the August 11, 2015 site inspection, the area had been disturbed but was reclaimed. A drill hole was not <br /> observed but an identification marker was in place. The drill hole abandonment spreadsheet provided was <br /> reviewed for compliance with Rule 4.07.3 of the Regulations of the Colorado Mined Land Reclamation <br /> Board for Coal Mining. The spreadsheet contains all of the required information from Rule 4.07.3(3) <br /> except for item (h). Please provide the name of the drilling contractor and the license number of the <br /> drill and rig used to seal the coreholes. <br /> The amount/volume of cement used for each hole was reported as gallons. Based on our discussion,it <br /> appears the volume reported for each drill hole exceed the volume that was necessary for each hole and <br /> the excess material was placed in an adjacent pit and then transported elsewhere to be used. In the future, <br /> please report only the volume used to seal each hole. <br /> Rule 4.07.3(3)requires that proof of compliance of permanent sealing of drill holes be submitted within <br /> 60 days after abandoning a drill hole, specific drilling program or when requested by the Division.
