PERMIT#: M-1979-097 <br /> INSPECTOR'S INITIALS: ECS <br /> INSPECTION DATE: September 10,2014 <br /> OBSERVATIONS <br /> This was a routine inspection of the East Rigen Pit conducted by Eric Scott of DRMS for the recently received <br /> application for Succession of Operators (SO) from Cottonwood Land and Farms to the City of Fort Collins. <br /> Daylan Figgs, Ft Collins Natural Areas Land Manager, and Clifford Hoelscher, Ft Collins Utilities Special Projects <br /> Manager, accompanied DRMS for the inspection. The application for SO of the permit from Lafarge to Ft <br /> Collins was received by DRMS on 9/11/2014. Mining has been completed at this site for several years and the <br /> site has been in the process of being reclaimed for some time. Ft. Collins intends to complete the reclamation <br /> of this site and incorporate the area into its surface water management and open space programs. <br /> The only issue noted during the inspection that will require immediate correction is the lack of a current <br /> permit identification sign and the placement of permit boundary markers as noted on the first page of this <br /> inspection report. DRMS will also need to stipulate the approval of the SO. DRMS will need to receive the <br /> fully executed structure damage waiver agreements required by the SO process within 180 days of the <br /> approval of the SO, or provide a geotechnical assessment demonstrating that the proposed activity will not <br /> adversely impact structures within 200'. DRMS stated during the inspection that, at a minimum, technical <br /> revisions to the currently approved reclamation plan would be required by DRMS if Ft. Collins wishes to <br /> modify the current/approved configuration of the site. The majority of the work taking place during this <br /> inspection was related to completing the clay-lined reservoir portion of the SE area of the site (see attached <br /> photos). <br /> Ft Collins may also wish to review the currently approved post-mining land use and reclamation plan and <br /> determine if a permit amendment may be warranted for this site - especially considering that multiple <br /> landowners with differing post-mining land use ideas are currently involved within the existing permit <br /> boundary- see included map from 2014 annual report. <br /> Page 2 of 4 <br />
