PERMIT #: M- 1977 -036 <br />INSPECTOR'S INITIALS: PSH <br />INSPECTION DATE: September 4, 2014 <br />was published on August 8, 2014. The public comment for the application ended on August 28, 2014. No <br />objections were received by the Division. The notice sign was observed during the inspection as required by <br />Rule 1.6.2(b). <br />The permit amendment application addresses the construction of a slurry wall around the West Pit for the <br />conversion of the West Pit to Developed Water Storage. The West Pit was enlarged in a 2009 permit <br />amendment approved by the Division on January 25, 2010. The 2009 amendment resulted in an increase in <br />the permitted area for the Greeley 35th Ave Pit from 369 to 381.38 acres. The new permit amendment <br />application does not increase the permitted acreage. The area within the permit boundary outside of the <br />West Pit will be reclaimed according to the existing approved reclamation plan. The new amendment <br />application only applies to the West Pit. The slurry wall surrounding the West Pit is planned to be installed <br />between July 2014 to October 2014. A leak test per the State Engineer's Office requirements is planned for <br />between October 2014 to January 2015. <br />As cited as a problem requiring corrective action by the Operator, the mine identification sign was not posted <br />at the entrance of the mine site. This is a problem for failure to post a mine identification sign as required by <br />Section 3.1.12(1) of the Rule. The Operator shall submit photo documentation that a proper sign has been <br />posted by the corrective action date. <br />The construction of the slurry wall platform was underway at the time of the inspection. The Division <br />observed the placement of fill material by scraper, site grading stakes and stockpiles of fines material located <br />adjacent to the proposed slurry wall centerline. The slopes of the platform were designed to be 2H:1V. Upon <br />completion of the slurry wall construction, the platform will be regraded to the final 3H:1V slope and areas <br />disturbed by the slurry wall construction will be topsoiled and revegetated according to the Reclamation Plan. <br />Mining at the nearby Iverson Mine is complete. Material from the Iverson Mine was transported to the <br />Greeley 35th Ave site for processing by a conveyor line. The conveyor has been removed and the crossing <br />under the Great Western Railroad was being backfilled during the inspection. <br />The Noble Energy gas wellhead located northeast of the West Pit was being removed during the inspection. <br />Martin Marietta stated the well had been leaking and Noble Energy decided to cap and remove the wellhead. <br />The gas line associated with the well along the east side of the West Pit will be removed also. The Operator <br />will need to submit a technical revision to update the approved Reclamation Plan to indicate the wellhead <br />removed in the future.
