If blasting is <br />conducted in accordance with (a)(vii) then peak particle velocity is deemed to <br />be within acceptable limits. <br />(a)(v) Rule 4.08.2 requires the applicant to provide written notification to all <br />residents or owners of dwellings or other structures located within one -half <br />mile of the permit area which explains how to request a pre -blast survey. <br />Such notice is to be given 30 days before initiation of blasting. Since this <br />surface blasting plan is applicable to surface blasting activities incident to <br />underground mining activities, the written notification will only be given to all <br />residents or owners of dwellings or other structures located within one -half <br />mile of the blast site. <br />( a)(vi) Unavoidable hazardous conditions which could delay a scheduled blast <br />include emergency situations where rain, lightning, or other atmospheric <br />conditions or Operator or public safety concerns warrant unscheduled blasts. <br />(a)(vii) <br />• Blasting will be conducted in accordance with the following equation. The <br />maximum weight of explosives to be detonated within any 8- millisecond <br />period will be determined by the formula W = (D)DS)2 where W = the <br />maximum weight of explosives, in pounds, that can be detonated in any 8- <br />millisecond period; D = the distance, in feet, from the blast to the nearest <br />structure, dwelling, public building, school, church, community or institutional <br />building; and Ds = the scaled- distance factor which is 55 for distances from <br />the blast site of 301 to 5000 feet and 65 for 5001 feet and beyond. <br />To meet the maximum allowable peak particle velocity for ground vibration <br />contained in Rule 4.08.4(10), for a distance D from the blasting site of 800 <br />feet, the Operator will not detonate more than 212 pounds of explosives <br />within any 8- millisecond period. <br />(viii) The applicant does not propose a permanent explosive storage area for the <br />site. The contractor responsible for the construction of the site will have a <br />temporary explosive storage area.
