Dear Ms. Burgmaier:
The Division's letter dated August 19, 2014 transmitted its second adequacy review for Permit
Revision No. 14 (PR -14) for the Bowie No. 2 Mine. On behalf of Bowie Resources, LLC (BRL)
following are its responses to the DRMS' comments and questions.
Rule 2.03.4 — Identification of Interests
1. The Applicant Violator System (AVS) will be queried again at the time of the proposed
decision and at the time the decision is final. If any ownership and control information changes
during the course of the review, please submit the updated information.
BRL - There have been some ownership an control changes to Bowie Resources LLC, Bowie
Resource Holdings LLC and Bowie Resource Partners LLC. Amended pages 2.03 -23, 24 and 25
are enclosed.
Rule 2.03.5 — Compliance Information
2. Issue resolved; BRL updated pages 2.03 -8 through 2.03 -11.
3. Issue resolved; BRL corrected the identified typographical error.
4. Issue resolved; BRL repaginated pages 2.04 -11i and 2.04 -11ii.
Rule 2.03.6 — Right of Entry and Operation Information
5. Pages 2.03 -8 and 2.03 -15 reference Federal Coal Lease COC75916 providing right of
entry to mine the coal in the proposed PR -14 expansion area. The Division requested a status
update on the lease approval process, and BRL has since notified the Division that BRL was
awarded lease sale on July 30, 2014. Please provide right of entry information for Lease
COC75916 when it is obtained.
