COLORADO <br />Division of Reclamation, <br />Mining and Safety <br />Department of Natural Resources <br />1313 Sherman Street, Room 215 <br />Denver, CO 80203 <br />Interoffice Memorandum <br />September 8, 2014 <br />From: Leigh Simmons <br />To: Susan Burgmaier <br />Subject: Bowie No. 2 Mine (Permit No. C- 1981 -012) <br />PR -14, groundwater review of second adequacy response <br />My comments on BRL's response to the issues raised in the initial adequacy review are as follows: <br />Rule 2.04.7(1) — Groundwater Information <br />47. Existing up- gradient groundwater monitoring points, CWI -DH -58 and -60 <br />BRL - BRL will be working on well rehabilitation with the next two months. <br />DRMS - The permit application package text should be revised to include a discussion of the <br />rehabilitation /replacement work. If the work has been completed prior to approval of PR -14, please <br />revise the text as part of the PR -14 review. If PR -14 is approved first, please submit a minor revision <br />to include the discussion in the permit application package. <br />BRL - A discussion of the rehabilitation work will likely be submitted as a minor revision. <br />This issue will be resolved by the following stipulation: <br />Stipulation 37: BRL will rehabilitate or replace groundwater monitoring points CWI -DH -58 and - <br />60. Following completion of the work, a minor revision will be submitted to update the permit <br />application package text with a discussion of the work. These actions should be completed before <br />the end of calendar year 2014. <br />48. Description of wells 2010 -1B and -1SS <br />BRL - Pages 2.04 -35 and 36 were revised as requested. <br />Item resolved; BRL revised the text as requested. <br />49. Down gradient groundwater <br />BRL - BRL has agreed to the installation of two down gradient points of compliance. <br />DRMS - Please provide details of the proposed new wells, including the rationale for their proposed <br />location, the proposed construction method and the scheduled time for completion, etc. Please also <br />update Maps 10A and 1013 to depict the proposed location of the two wells. <br />BRL - A Monitoring Well Completion Details drawing is enclosed and should be inserted into Volume <br />111. The proposed point of compliance wells are located down dip of the operation with an overburden <br />of about 1900 feet. The wells are located near the WAPA Transmission line so access to the wells is <br />reasonable.
