Peab I 1111 ENERGY <br />Twentymile Coal, LLC <br />29515 Routt County Road 27 <br />Oak Creek, CO 80467 <br />970.879.3800 <br />Mr. Jason Musick JAL % \ August 25, 2014 <br />Colorado Division of Reclamation, Mining and Safety �� " a��or' <br />1313 Sherman St., Room 215 5 oReosa{ l <br />Denver, Colorado 80203 ��v�sM���rg� <br />303.866.3567 X8134 <br />Re: Minor Revision MR14 -281, Monitoring Well WC -008A Relocation and Corehole WCO28 <br />Dear Mr. Musick; <br />With this submittal, Twentymile Coal, LLC (TC) is requesting CDRMS approval of a Minor Revision <br />(MR14 -281) to our existing approved Mining and Reclamation Permit, to relocate the proposed <br />upgradient groundwater monitoring well (WC -008 to WC -008A) for the Wolf Creek Reserve (WCR) <br />area, and to drill, sample, log, and reclaim an additional corehole (WC -028) to the north of the <br />presently defined reserve block. <br />TC's original intent was to pull the casing for Corehole WC -008, ream the corehole to a larger <br />diameter, install surface and well casing consistent with the approved monitoring well completion <br />diagram, and complete and develop the well as the upgradient monitoring well for development of the <br />Wolf Creek Reserve. As a result of review of the results of ongoing drilling activities, TC has <br />determined that there may be an opportunity to add or extend longwall panels on the south edge of the <br />Wolf Creek Reserve block. Given this consideration, there is the potential that the planned location for <br />Monitoring Well WC -008 would not be practical, since the planned well location could be mined - <br />through. Therefore, TC has identified an alternate location for upgradient Monitoring Well WC -008A, <br />and proposes to relocate this well. TC is proposing an additional corehole (WC -028) to delineate the <br />northwestern limit of the Wolf Creek Reserve block and to determine the alignment of the <br />development mains in this area. <br />The proposed activities will occur on lands, and will affect surface and minerals owned or controlled <br />by TC (WC -008A — Twentymile surface and minerals; WC -028 — State surface and minerals). The <br />proposed drilling and reclamation activities will be conducted during fall 2014, as shown on Figure <br />EX52 -F7, WCR Drilling. Environmental baseline studies, including cultural resource surveys and <br />wildlife consultation with Colorado Parks and Wildlife, have been completed for the proposed drill <br />sites, and will be documented by a cultural resource survey report and wildlife consultation letter, <br />which will be forwarded on receipt. <br />Drill -sites have been selected and located to facilitate access from existing County, mine, and ranch <br />roads. Minor maintenance may be required for portions of the existing ranch roads, including grading <br />to address rills or washouts and placement of suitable road -base materials or rock/gravel, to assure <br />good access during any wet conditions and minimize any road damage. Where direct access from <br />existing roads is not feasible, drilling equipment and supplies may travel overland short distances <br />during periods when ground conditions are favorable to access the drill sites, or temporary connecting <br />roads will be constructed.
