EXHIBIT E <br />Reclamation Plan <br />PICKENPAUGH GRAVEL PIT (M- 1978 -078) <br />The majority of the overburden and topsoil will be stockpiled until the time <br />for closing the operation approaches. Some will be replaced in areas of the <br />operation where reclamation will commence and to depths necessary for <br />stability of the slope. <br />Reclaimed slopes will be approximately 3 -1. <br />Measures taken to re- vegetate the site will be in accordance with the <br />reclamation plan recommended by Natural Resources Conservation Service <br />(see reverse side for these recommendations). <br />The seeding mixture and rates determined by the NRCS (see NRCS Range <br />and Pasture / Hayland Seeding) will be followed by Lincoln County for all <br />reclamation done at this site. <br />A minimum of 6 inches of topsoil will be set aside for reclamation, and <br />stabilized with a vegetative cover. <br />The berm on the Northeastern boundary of the pit will be monitored and <br />maintained until final reclamation and release of the site has been achieved. <br />Weed control will be monitored and executed until full reclamation has been <br />achieved. <br />Measures taken to minimize disturbance to the hydrological balance are as <br />excavation proceeds from Southeast to Northwest: <br />Exposed surface area should be minimal. The disturbed area will be back <br />sloped to reduce runoff possibilities. The lower area of the operation is flat <br />and porous and should slow runoff from the exposed surface area. If <br />necessary a fast growing cover of Prosso millet can be sown to retard any <br />runoff possibilities. <br />
