The Tri-State employee who
participated in the field inspection was Ross Gubka, Chief Engineer. The weather was partly cloudy and warm.
The ground was mostly dry.
HYDROLOGIC BALANCE - Rule 4.05
Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10;
Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13;
Drainage — Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18:
Near Pond 013, Tuttle Draw was inspected. There are no buffer zone markers in place, and the permit
application package does not indicate a buffer zone around Tuttle Draw, but it appears that there should be one for
this receiving water since the drainage area is greater than a square mile. Disturbance related to mine activities,
namely Pond 013, are less than 100 feet from the draw.
The proposed location of the pipe for discharging spoil spring water (the trench drain of TR -63 and TR -64) was
inspected. This proposed location is within 100 feet of Tuttle Draw, and the buffer zone issue (discussed above) is
pertinent to the trench drain project.
Pond 013 was discharging clear water. The water level was right above the invert of the valves. The pond has a
sulfuric smell and there was a large amount of algae in the pond. No problems were found with the pond
structures.
Calamity Draw was inspected near Pond 007. Buffer zone markers are in place, and the only disturbance within
100 feet of the draw is a pump station.
Pond 007 was discharging a large volume of clear water. Most or all of this water appears to be irrigation return
Number of Partial Inspection this Fiscal Year: 2
Number of Complete Inspections this Fiscal Year: 0
Page 2 of 5
