L PROCEDURES AND SUMMARY OF THE REVIEW PROCESS
<br />Seneca Coal Company (SCC) applied for a Phase II bond release of 859.5 disturbed acres, as shown
<br />on Figure 1 of this document, under the Colorado Surface Coal Mining and Reclamation Act
<br />following reclamation of the Seneca II -W Mine. The bond release application was received on May
<br />15, 2013. The Division found the application incomplete for purposes of filing on May 23, 2013.
<br />The Division directed SCC to make corrections to the public notice, and publication of the corrected
<br />notice in accordance with Rule 3.03.2(1)(b). SCC made the appropriate corrections to the public
<br />notice. The notice was published in the Steamboat Pilot once per week for four consecutive weeks,
<br />on June 9, 2013, June 16, June 23, and June 30, 2013. The Division received the proof of
<br />publication on July 10, 2013. The Division found the SL -5 application complete on July 18, 2013.
<br />The mine area is located in Routt County, Colorado, in lands included within:
