Martin Stearns and Kurtis Blunt of Colowyo Coal Company (CCC) <br />accompanied me during the entire inspection. Weather conditions were overcast and cool. Ground conditions <br />were damp; some access roads were inaccessible due to muddy road conditions. The mine operation was actively <br />mining coal and coal was being hauled to the loadout at the time of this inspection. <br />HYDROLOGIC BALANCE -Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br />Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br />Drainage — Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />The three major drainages at the Colowyo Mine are Taylor, Wilson, and Good Spring Creeks. The focus of this <br />partial inspection was to view the areas of Taylor Creek, Wilson Creek, and Good Spring Creek that are <br />hydrologically down - gradient of mining activity and to assess these areas relative to the need for establishing <br />groundwater points of compliance. Alluvial groundwater associated with these creeks could potentially be <br />impacted by the mining activity. <br />During the Permit Revision No. 2 adequacy review the Division also reviewed the Colowyo Mine PAP, Findings <br />documents, and other pertinent data to determine the need for establishing groundwater points of compliance. The <br />Division concluded that the Colowyo Mine has the potential to negatively impact alluvial groundwater and <br />groundwater points of compliance may be necessary. Sources of impact could include discharges of runoff from <br />surface disturbed areas; discharges or seepage from within backfill and excess spoil areas (spoil springs) and from <br />surface and subsurface flows from the coal stockpiles at the Gossard Loadout. <br />In our October 12, 2006 preliminary adequacy review letter for PR -2 (Item 109), the Division requested that CCC <br />review the groundwater monitoring program specific to establishing points of compliance at the site.
