"i: •M <br />The existing two -track Sturgeon Road will be upgraded to allow access for construction and for routine <br />monitoring and maintenance. Map 25B provides the road design information for Sturgeon Access Road. <br />The Sturgeon Access road cut/fill stabilization seed mix is as follows: <br />Western wheatgrass @ <br />4 Lbs PLS /Acre <br />Mountain Brome @ <br />4 Lbs PLS /Acre <br />Kentucky Bluegrass @ <br />2 Lbs PLS /Acre <br />Sanfoin @ <br />2 Lbs PLS /Acre <br />Total <br />12 Lbs PLS /Acre <br />Following construction, a report by a registered professional engineer shall be provided to the Division <br />indicating that the road has been built as designed. Following all mining activities, the road will remain in <br />place as a private ranch road and will not be reclaimed. Colowyo as the land owner has provided the Division <br />with a letter documenting this request. <br />4.03.3 Light -Use Roads <br />This section is discussed in the original permit document. There will be no changes to this section resulting <br />from the South Taylor pit. <br />4.04 SUPPORT FACILITIES <br />The support facilities used at the mining operation, including the office, shop and warehouse complex, and <br />the coal handling and loadout facilities will continue to be used for this expansion and are shown on the <br />original Map 21 and Map 22. Many of the support structures were constructed at the mine start-up in 1976- <br />1977. The complete discussion on all the support facilities is found under Section 2.05.3 of the existing permit <br />document. Detailed drainage and sediment control has been developed for the mining operation as discussed <br />in Section 2.05.3 of the existing permit document. All sediment control measures in the South Taylor/Lower <br />Wilson permit area will be designed to prevent damage to wildlife and other related environmental values; <br />also, sediment control structures in the South Taylor/Lower Wilson permit area will be been designed to <br />prevent contributions of suspended solids to runoff outside the permit area in excess of the limitations of both <br />federal and state law. <br />As discussed throughout this submittal, Colowyo will conduct the surface mining activities in a manner that <br />will minimize impacts on the environment. <br />There are no operating oil or gas wells at or around the planned mine; likewise, there is no coal slurry pipeline <br />planned or around the mining area. The only operating railroad in the vicinity of the mine is the Colowyo spur <br />line that serves the operation. All White River Electric and Tri -State Generation and Transmission <br />Association, Inc. power lines are located out of the actual mining area. The Mountain Bell telephone lines are <br />located outside of the actual mining areas.
