All of the signs are of <br />uniform design and can be easily seen or read. The signs are made either of metal or wood; they are durable <br />enough to withstand extreme climatic conditions that are inherent at the operations. The signs conform to <br />local ordinances and codes. <br />Colowyo will maintain signs and markers during the conduct of all activities to which they pertain. <br />4.02.2 Mine and Permit Identification Signs <br />Appropriate signs identifying the mine area are displayed at the point of access to the permit area from <br />Highway 13/789. These signs indicate the name, business address, and telephone number of Colowyo and <br />identification numbers of mining and reclamation permits. Additional signage will be installed as appropriate <br />for the South Taylor/Lower Wilson permit revision area. <br />Coal will be transported from the Lower Wilson mining area by highway trucks along a portion of Moffat <br />County Road 51. Additional signage as required by CDMG and Moffat County will be posted prior to <br />beginning transport activities. At a minimum, signage including "Caution Trucks Turning" will be posted <br />along each side of the haul road entrances. <br />4.02.3 Perimeter Markers <br />The perimeter of the permit area is clearly marked with metal signs and /or wire fencing where appropriate. <br />Additional markers include steel fence posts painted orange or capped with PVC caps painted orange. In <br />2014, working in cooperation with the Bureau of Land Management, Colowyo upgraded some existing <br />grazing fences within the permit boundary, and installed new fences along several portion of the permit <br />boundary south and west of the South Taylor Pit that were previously signed but not fenced. This collective <br />effort allowed greater visibility of Colowyo's permit boundary, Colowyo private properties, and provided a <br />greater public safety boundary on BLM lands adjacent to the active mining area. <br />4.02.4 Duration of Maintenance <br />Colowyo will maintain signs and markers throughout the life of the operation or post new signs and markers <br />as necessary. <br />4.02.5 Stream Buffer Zone Markers <br />Stream buffer zone signs have been posted where appropriate for the existing mining area. Additional <br />signage will be installed as appropriate for the South Taylor/Lower Wilson permit area. <br />4.02.6 Blasting Signs <br />Colowyo conspicuously displays signs reading "Blasting Area" along the edge of any blasting area that comes <br />within 50 feet of any road within the permit area or within 100 feet of any public road right- of-way.
