PERMIT #: M- 1983 -102 <br />INSPECTOR'S INITIALS: PSH <br />INSPECTION DATE: August 7, 2014 <br />OBSERVATIONS <br />The Thompson Resource aka Horn Gravel Pit was inspected by Peter Hays with the Division of Reclamation, <br />Mining and Safety (Division /DRMS) as part of the Division's monitoring inspection program. Mr. Ken Evans <br />and Mr. JD Steifel with Reclamation Ridge, LLC were present during the inspection. <br />The Division currently holds a financial warranty of $112,000.00, which appeared adequate to complete <br />reclamation at the site. An entrance sign was posted and permit boundary markers were observed as <br />required by Rule 3.1.12. <br />The site was active during the inspection. Stockpiled material was being removed by trucks from the <br />southwest corner of the site. The material stockpiles were marked with identification signs. No processing <br />plants were observed at the site. The southeast highwall was estimated at forty feet in height and the <br />southwest highwall was estimated at ten to fifteen feet in height. The southeast highwall had been <br />temporarily benched to stabilize the highwall. The approximate location of the highwall bench was GPS <br />surveyed by the Division using a Trimble Juno 3B. A map of the GPS survey results is attached. <br />Imported concrete, rock and asphalt stockpiles were observed in the northern portion of the pit floor. The <br />Operator was reminded of the requirement for all imported materials to be removed from the site prior to the <br />start of final reclamation. <br />The approved post- mining land use is industrial /commercial. The site is approved for 69.62 acres of <br />disturbance with reclamation to be completed in a single phase. The north, west and southwest highwalls will <br />daylight has a result of mining creating a site suitable for industrial usage. Mr. Evans stated the site had been <br />annexed into the Town of Granby and zoned as industrial /commercial. The Division will require the Operator <br />to provide evidence of the zoning designation by submitting a technical revision, prior to considering any <br />changes to the approved reclamation plan regarding the topsoil amount required on the pit floor. <br />Mining activities have disturbed the eastern edge of the amendment area (AM -02) approved by the Division in <br />2007. The Operator has been submitting groundwater monitoring well data collected monthly with the <br />annual reports. The monitoring well data is required to be submitted by technical revision No. 2. <br />Mr. Evans stated the eastern portion of the amended permit area may not be mined as planned. Mining <br />activity would proceed to the east, but would not extend through the house located in the amendment area. <br />Mr. Evans also stated the mining operation has purchased the property immediately northeast of the mine <br />site and plans to include the area into the mining permit. The Division will require the Operator to submit an <br />acreage release request per Rule 4.17, if a portion of the amendment area is removed from the permit <br />acreage. Additionally, the Division will require the Operator to submit and obtain approval for an amendment <br />application prior to disturbing the land northeast of the current site. <br />Noxious weeds, including oxeye daisies and scotch thistle, were observed during the inspection. The Operator <br />stated they were aware of the noxious weeds and were treating them as required by the weed control plan. <br />Photographs taken during the inspection are attached. <br />Page 2 of 5 <br />
