The Loadout is <br />currently inactive with no coal stored on site. No personnel were on site during the inspection. The inspector <br />checked in with Jim Kiger of Oxbow Mining at the Elk Creek Mine, to notify a company representative that to <br />DRMS inspector would be onsite, and provide him opportunity to accompany the inspection if desired. <br />The weather was overcast and threatening rain during the inspection.The area had received rain several days <br />preceding the inspection, but aside from a puddle at the conveyor assemby, the Load Out site was dry. <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.053; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br />Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br />Drainage — Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />The Mine site was dry, with puddle of water at the eastern radial stacker. The rest of the load out site <br />appeared to drain appropriately. The sediment control ditch around the perimeter of the southern facilities was <br />intact, with no blockage. The inlet of culvert CMP #3 (Map 14) Photo 1. <br />The sediment pond was dry. <br />The outslope of the pad (to the south) was well vegetated with no sign of rill or gully formation or drainage down <br />the face of the slope. <br />GENERAL MINE PLAN COMPLIANCE: <br />The mine site was generally clean with trash and general storage well contained. All coal stockpiles have <br />been removed from the site.
