August 12, 2014 C- 1981 - 022 /Elk Creek Mine BFB <br />inspection. <br />TOPSOIL — Rule 4.06 <br />Removal 4.06.2, Substitute Materials 4.06.4(4); Storage and Protection 4.063; Redistribution 4.06.4: <br />Many of the topsoil stock piles of the Panel 19 drill pads were not well protected from erosion as required <br />by Rule 4.06.4 (2). The following drill pad topsoil stock piles do not have sediment control structures around the <br />base of the stock pile and the vegetation is not adequate to control erosion: 19 -01C (photo 12), 19 -01D, 19 -0213, <br />19 -0313 (photo 13), 19 -04, 19 -0413, 19 -05, HGA andl9 -06. <br />The large patch of thistles on topsoil stock pile 19 -O ID needs to be treated (photo 14). <br />The topsoil stockpile on pad HGA has very little vegetation (photo 15) and needs to be seeded to protect the soil <br />resource- Rule 4.06.3(2)(a)(i).
