PERMIT #: M- 1997 -039 <br />INSPECTOR'S INITIALS: PSH <br />INSPECTION DATE: August 8, 2014 <br />OBSERVATIONS <br />This was a conversion application pre - operational inspection of the Williams /Illinois Gravel Pit conducted by <br />Peter Hays with the Division of Reclamation, Mining and Safety (Division). Mr. Rick Wyatt with Wyatt Redi -Mix <br />Company was present during the inspection. <br />The 110c to 112c construction materials permit application was received by the Division on May 20, 2014. The <br />application was deemed complete on June 24, 2014. The decision due date is September 22, 2014. The <br />Applicant published public notice as required by Rule 1.6.2(d) for four consecutive weeks. The last notice was <br />published on July 17, 2014. The public comment for the application ended on August 6, 2014. The notice sign <br />was observed during the inspection as required by Rule 1.6.2(b). <br />Three unidentified structures, an overhead electric power line in the southeast corner of the site, Colorado <br />State Highway 125 and an underground phone line located west of CR125 were observed during the <br />inspection. The Division addressed the unidentified structures in the Division's adequacy review letter dated <br />August 11, 2014. <br />The 110c mine site was inactive during the inspection. A 125 feet long section of the north slope was regraded <br />and topsoiled since the last inspection. The reclaimed sections of the north and east slopes were establishing <br />vegetation well. Annual weeds including, foxtail, yellow clover and flixweed were observed on the reclaimed <br />slopes during the inspection. No noxious weeds were observed. Topsoil stockpiles were located above the <br />west highwall, on the pit floor and in the southeast corner of the site. <br />The conversion application will increase the permitted area from 9.99 acres to 204.82 acres. Mining in the <br />conversion area will begin south of the existing mining disturbance at a depth of 10 feet. The conversion area <br />will be mined in 35 phases. The Operator stated the next two mining phases would be surveyed and staked <br />ahead of the mining phase progression. The conversion area consisted of rangeland dominated by sage brush. <br />No mining related disturbance was noted. No groundwater will be encountered during mining operation. <br />The proposed post mining land use for the conversion area is rangeland. The Operator plans to reclaim the <br />previous mining phase as a new mining phase is started.
