PERMIT#: M-2000-156
INSPECTOR'S INITIALS:MAC
INSPECTION DATE: July 11,2014
OBSERVATIONS
The inspection was conducted by Michael Cunningham of the Division of Reclamation, Mining and Safety
(Division). Dick Coulson of Coulson Excavating Company, Inc. was also present for the inspection. The Bonser
Pit is located 2.5 miles east of Loveland, Colorado in Larimer County. The site is permitted for 90 acres and the
post-mining land use is cropland.
This inspection was conducted as part the Division's regular monitoring program. The permit sign was posted
at the site entrance and the boundary of the affected area was clearly delineated. No mining was occurring at
the time of the inspection. The Bonser Pit contains an asphalt batch plant as well as a crushing and screening
facility. The Operator is currently processing material which is being mined from the Flying W Pit (M-2005-004)
which is also operated by Coulson Excavating Company and is located immediately to the south of the Bonser
Pit on the south side of the Big Thompson River. The product stockpiles and processing area account for
approximately 21 acres of the 90 acre permit area.
The Operator has conducted minimal mining at the site, which consists of a 6.3 acre pit on the east side of the
site. The pit contains exposed groundwater and the associated evaporative depletions are covered through a
Temporary Substitute Water Supply Plan (WDID 0402549) which is valid through August 31, 2015. The SWSP
contains incorrect information in regards to the reclamation plan. According to the SWSP, the site will be
reclaimed to a 55 acre groundwater pond. The Reclamation Plan was last revised through Amendment No. 1,
which was approved on April 22, 2010. The approved Reclamation Plan calls for a 55 acre and a 2 acre pond,
both of which will be clay-lined. In addition, the financial warranty was increased from $186,000 to
$218,003.00 to account for installation of the clay-liner. Therefore, the operation is considered to be in
compliance with the Division's groundwater policy which was implemented in 2010.
This concluded the inspection.
Inspection Contact Address
Dick Coulson
Coulson Excavating Company,Inc.
3609 North County Road 13
Loveland,CO 80538
