2.05.4 <br />The Freeman Gulch fan site and light use road were constructed with available <br />material during 1999 as part of the Freeman Gulch Exploration Plan, notice of intent <br />number X-98-217-02 issued 9/11/98. To reclaim the site and road, fill placed on the <br />outslopes must be returned to the cut slopes. Since the vent shaft pad is in a rock <br />slide area and potentially unstable slope, the pad will be reclaimed to approximate <br />original contour after the shaft is excavated and lined. The fill will be placed at or <br />above optimum moisture content and compacted to a density of at least 85% of the <br />maximum modified Proctor density. The light use road will be reclaimed when the <br />vent shaft in no longer required. Since topsoil was not salvaged from the light use <br />road or pad the road bed and pad will be ripped, plowed or scarified prior to seeding <br />to provide a suitable seed bed. The vent shaft pad and light use road facilities are <br />presented on Map 35 (Volume 11) which also presents the postmining topography of <br />the pad and light use road. <br />The Hubbard Creek vent shaft and pad were constructed during 2007 and 2008. <br />The area has been reclaimed to approximate original contour. Approximately 1,450 <br />cubic yards of topsoil has been replaced. As part of construction of the Hubbard <br />Creek vent shaft and pad, the Operator relocated approximately 360 feet of Hubbard <br />Creek Road at the request of the Forest Service. This relocated segment of road will <br />not be restored to its original location, it will remain at the location shown on Map 18- <br />1. <br />The Terror Creek vent shaft and pad were constructed during 2010 and 2011. The <br />site was constructed on a pad used to drill monitoring well TC- 03 -03. The soil nail <br />walls will not be removed, rather, fill placed on the outslopes will be returned to the <br />cut slopes (over top the soil nail walls), and the site will be reclaimed to approximate <br />original contour. See Map 18 -2 for site specific reclamation contours and sections. <br />By letter dated June 14, 2013, the USDA -FS provided clarification regarding the <br />reclamation of route 825 otherwise known as the "Plantation Road ". The USDA -FS <br />wants any portions of route 825 not needed by the Applicant be decommissioned to <br />a trail suitable for ATV use by ripping one half of the road bed and then seeding. <br />The USDA -FS letter is located in Volume IIIA, Tab 14. The location of the Plantation <br />Road that will be decommissioned to a trail suitable for ATV use is shown on Map <br />18 -3. Work to decommission the road will only be performed within the permit <br />boundary. All other drill roads constructed off of the Plantation Road will be <br />reclaimed. <br />New light use roads will be reclaimed. Reclamation of the upgraded and refurbished <br />light use roads may involve narrowing the roads so they are compatible with the <br />postmining land use of rangeland and wildlife habitat since roads are necessary to <br />manage both land uses and a light use road network was existing on the property <br />prior to mining. <br />MR -137 2.05-65- 11/01/13 <br />
